I found it difficult to write the post -- hence the delay --because the Police Report was so oddly put that I didn't quite know where to start or how to get a hook in. Perhaps I should have been brisker: "Report confuses New Urbanism with strawman!" Anyway. a 'fisking' and authoritative response will have to come from CNU or its British counterparts.
