Its function is to take blame.  Stiglitz, in an interview a few months after the publication of his masterful _Globilsation and its Discontents_, stated that he believes the only solution to the IMF may be to destroy it and to start over from scratch.  This is the only way that the developing world will ever get a fair shake on their debts.  No European neoliberal technocrat in the world can accomplish anything good through working at the IMF.  </description>
