		<description>I&#039;m hopeful that this article will spark a public outcry for the leadership in Congress to get off their butts and do something about this major miscarriage of justice.  The article discusses a major contract which was rejected and annotated by Ms. Greenhouse.  She says that her superiors changed the contract and then issued it without her knowledge.  And apparently without her warrant.  It is illegal for anyone in government to issue a contract without a warrant.  Issuing a contract of this magnitude without that warrant should equal major jail time for that superior if the IG is doing his/her job.  And the poor, unfortunate contractor is also SOL because he has an invalid contract = no money!</description>

		<description>I used to be a government contracts person, and it always struck me as both amusing and sad that we got a big lecture every year on ethical conduct; we were always told that one questionable move, say accepting a pair of $300 luxury box NBA tickets, could end your career and even get you sent to jail.  And yet Dick Cheney can still get paid by Halliburton, and they can pull crap like this, and it&#039;s all supposed to be OK.  I&#039;ve met a lot of contracting officers like Ms. Greenhouse; never met her personally, but her word is good as gold as far as I&#039;m concerned.</description>

There is a whistleblower case before the US Supreme Court, titled: Garcetti v. Ceballos, which ruling is expected to be in out in July 2006, may affect our public government employees at all levels of government.  We know that when an employee reports misconduct at a workplace, he/she must suffer the consequences.  Our administrtaive bodies such as the EEOC, MSPB, OSC etc., have failed to provide the Constitutional protection every employee enjoys, it is why we have now this case before the US Supreme Court.  Please write to the US Supreme Court IN SUPPORT OF MR. CEBALLOS.</description>
