		<description>John, this issue of what&#039;s useful is a tricky one. Many people don&#039;t realize what all is available online and in what ways it may be useful to them.  So they may be opting out of having access without a full awareness of how it could be helpful. I consider this a component of skill: awareness of what is available online.</description>

Your claim seems plausible - most people who want Internet access have it, and some people are finding it&#039;s not that interesting/useful to them after all - but it would be good to have harder evidence.</description>
