As a European, I’d like to point out that the coin on the top is not a real Euro coin. Such commemorative medals were relatively popular in certain European countries before the Euro was introduced. The amount of varnish also shows that it is not made of the same metal as real Euro coins. I have a number of such in my pocket at the moment. None has this amount of varnish, not even the “copper”5 cent from 1999. To get coins varnished as badly as the ones you have, they must have been subjected to some sort of chemical bath.
