IPPR on immigration: cup half full or half empty ?

The UK’s Institute for Public Policy Research has just published a new report on immigration, “A fair deal on migration for the UK”. Given the recent toxicity of the British debate on migration, with politicians competing to pander to the xenophobic UKIP vote, it is in some ways refreshing to read a set of policy proposals that would be an improvement on the status quo. Having said that, the status quo is in big trouble, with the Coalition government having failed to reach its net migration target (the numbers are actually going the wrong way) and with open warfare breaking out between ministers. Given the current climate, however, this probably marks the limit of what is acceptable to the Labour Party front bench (who have notably failed to oppose the current Immigration Bill), so it represents a marker of sorts, albeit that it is a strange kind of thing to be masquerading as a progressive approach.

The report is structured around the need to respond to the current “crude restrictionist” approach to immigration and positions itself by rejecting other views which it characterizes as “failed responses” (pp. 9-10). Leaving aside the “super pragmatist” approach which is actually remarkably close to their own, these are the “super-rationalist” and the “migrants rights activist” approaches, the first of which consists of telling the public clearly what the current social scientific research says and the second sticking up for a vulnerable group on grounds of justice. Since both of these groups have strong grounds for doing what they are doing — telling the truth and fighting injustice, respectively — it seems rather tendentious and self-serving to represent them as being simply failed attempts to do what the IPPR is trying to do, namely, influence senior politicians.

Freedom Isn’t Free

ETA: It has occurred to me only just now that this post would have better had it been titled “America: rRuck Yeah!

You have probably already read about the horrible chemical spill in West Virginia last Thursday, which the New York Times has a stunner headline: Critics Say Chemical Spill Highlights Lax West Virginia Regulations. Oh, really? (You can read lots of good posts on this and previous environmental and labor disputes at Lawyers, Guns and Money–you can start looking at Erik Loomis’ posts as he also has great series along the lines of ‘this day in labor history’.)

300,000 were left with poisoned drinking water (coming out of the tap!) after specialty chemical-producer Freedom Industries spilled some 5,000 gallons of 4-Methylcyclohexane Methanol into the Kanawha Valley’s water treatment intake near Charleston. The water remains clear although poisonous, but smells helpfully like licorice. Also, boiling it doesn’t help.

Obviously this logo is but a minor blot on the company’s record vs. its actual malfeasance but uh…it’s a crime against good design, since my daughters looked at it and asked, “what’s rReedom Industries?” Also really looks as if it should have the smoking twin towers photoshopped into the background, and perhaps a big glistening tear into the eagle’s eye, and it would be a good blog header for Pamela Geller. Hey, remember her? (She doesn’t follow good trigger safety at all, I totally just learned this. But she’s a teetotaler also, so.)

99 1/2 Won’t Do

John gave me my Christmas present early. It was…our stereo. Yes. The stereo we had all along. That I had cut off my hair to buy! No, psych. But it had only been in our possession in its entirety since 2011, along with all our records, which I bravely rescued, all on my lonesome, from Colonial Storage on Abercorn Extension outside Savannah. I had to kill the biggest brown recluse spider I have ever seen in my life, from which my mover, who had served two terms in Iraq as a Marine “ran away like a little girl” in his words. It was on the back of a mirror he was moving and he was able to set it down without breaking it, on account of military training, before running off in the aforesaid manner, and I picked up a piece of a chair and killed it. It wasn’t like we could do anything useful just knowing it was in there somewhere, right? [I will spare you from the further explanations of why we could not set up our stereo in our old house.]

Yes, so we shipped our records and stereo to Singapore. That was economically very rational and I don’t want to hear anything about the sunk costs fallacy and the excellent new (to me) 70s Boston Acoustics speakers and 70s Marantz receiver I could have bought at the Adelphi Mall for the same money. Because I would never have gotten the records. Sure, in principle, I could have bought the same records again, but I wouldn’t have, because I don’t know what records I have. Ha! Refute that, Chicago economics guy! Now, the answer is supposed to be that if I don’t want to listen to it for ten years I don’t want it. Not so fast Professor Nerdlinger! I might want to be surprised! Like, hey, “Come Dance With Bump?” Released in Asia on the label Music Girl? Which I might very well think I had hallucinated if I could not hold it and look at its astoundingly great, yet deeply mysterious cover? Bump is apparently the nom de dance of a super-hot black chick with striped stockings, purple platform shoes, and a gold and yellow fringed hot-pants one-piece. But maybe she’s not? Maybe Bump is the DJ playing songs to which you are meant to do the bump and…something? OK, on a listen the latter. I guess I bought this here and couldn’t listen to it for ages. So it was a bad example. I only happened to notice it in alphabetizing. My daughter was willing to help until I told her it was 3 letters deep and she was like l8rs, Imma listen to Vocaloid, which I have convinced iTunes to accept in hirgana and katakana, although this has created alphabetizing issures of its own…

Domestic Helpers

The foreign workers in Singapore are divided by gender into two tasks and two entirely different ways of life. I talked below about the men, who do mainly construction, but also work on the oil refineries off the south coast. Women who are guest workers almost all work as domestic helpers, who live with the family for whom they work, and do a variety of tasks: cleaning house, cooking, taking care of children, taking care of elderly or disabled family members, washing cars, shopping at the wet market for fresh food like fish and tofu and eggs and fruit and vegetables, shopping at the grocery store for rice and noodles and frozen chapati and Marshmallow Fluff, etc. etc. Most are from the Philippines, but many are from Indonesia and some from Myanmar or Thailand–some must be from mainland China but I feel I never hear of them. Expats like me would hire them if they were from Beijing and spoke even rudimentary English, because then they could help our children better their Mandarin. Women from the Philippines are paid more, because they are likelier to speak better English and be better educated (not so uncommonly with a post high-school degree, like our first helper, who worked for us for nine years.) They are also paid more because the government of the Philippines has negotiated a minimum wage for them, as I understand it. Indonesian helpers are sometimes 18-year-old girls who have literally come straight from a village where they lived in a house with a packed earth floor, and then they are screamed at because they didn’t use the right setting on the washing machine. They go through training courses paid for by the maid agency, allegedly. I think this is more a spurious reason for the agency to make the fee paid by the workers higher (as in many places, the women often pay a multiple of their eventual monthly salary to the Indonesian agency that gets them a job in Singapore.) The government of Singapore requires employers of helpers to pay a levy of–mmm–$380? (One of those convenient internet banking things). Domestic helpers are now guaranteed one day off a week but only if contracts were signed in 2013; previously Filipina workers were guaranteed one day off a month–oooh, lavish innit–and workers from Indonesia and Myanmar…none.

A Woman Rice Planter

[This post is not entirely about Oprah Winfrey. FYI. It discusses a former slaveowner’s attempts to run her plantation after emancipation.]
Rest easy everyone! We’re cool! The Wall Street Journal’s James Taranto has sussed out this Oprah situation in a way that I think you will all find correct and satisfactory. And what is more reliable than the editorial pages of the Wall Street Journal?

Jesse Jackson hasn’t yet declared Zurich the new Selma, but from some of the news coverage you’d think Oprah Winfrey was the next Rosa Parks…It seems there was a language barrier: The clerk’s English isn’t great, and Winfrey probably doesn’t speak Swiss. “This is an absolute classic misunderstanding,” the store’s owner, Trude Goetz, told Reuters…What Winfrey construes as a racial episode is actually a story about class–a wealthy, privileged celebrity aggrieved by a lowly saleswoman’s lack of deference…It’s reminiscent of the endlessly repeated claim that criticism of Barack Obama proves racism is alive and well in America. Somehow Obama’s defenders are unable to see past the color of his skin and notice that he is president of the United States. As for Winfrey, she went all the way to Europe to discover that racism is alive in America.

Golly, don’t I feel a fool now! Thanks, the Wall Street Journal! With that out of the way I have something that is interesting and amusing to share with you, rather than something melting down with white-hot rage like a nuclear reactor core in a devastating accident. Let’s just wish we were down in the land of cotton, old times there are not forgotten, but–look away!

Maternity leave; not ALL bad, you know

I’ve never been fortunate enough to take maternity leave, but boy have I benefited from it. When I changed career in the late 1990s from film and tv production in Ireland to technology policy in the UK, my first two jobs started as maternity cover positions. I was hired by the Confederation of British Industry and then by The Law Society to be an Internet policy wonk at a time when that was such a new thing, there were maybe half a dozen jobs doing it in the UK and I was one of the first people who’d trained especially for it. (The LSE hadn’t heard of Internet policy either, tbh, but they bemusedly let me write a Masters dissertation on it, because, well, why not?)

But the point is I don’t think either organisation would have been as keen to take a punt on a career-changer like me in a permanent job, even though both subsequently offered me one. A 9 – 12 month interim position was ideal for all three parties; me getting an opportunity to help create a new field, the employer trying out someone new effectively for free (everyone seems to forget that in the UK statutory maternity leave is paid by the government), and the person whose job it was who could take their proper leave and then come back to work.

Of course, where it gets messy and unfair is when employers decide they like the shiny new person more and shunt the returning worker aside, or when they don’t bother to cover the position at all and expect the existing workers to pick up the slack. I’m not saying those things never happen, even in a system where we have decent-ish protections for working mothers, just pointing out one happy though unintended consequence of maternity leave.

Insubordination and the surveillance state

Responding to concern about PRISM and the issue of whether intelligence collaboration with the US enabled British agencies to circumvent legal restrictions, Foreign Secretary William Hague told us that “law-abiding citizens” have nothing to fear. Not only do I not wish to be the kind of person Hague thinks of as “law abiding”, more generally it is social movements that willfully break the law that are most likely to bring about change and to threaten established power and privilege. And it is just such movements, and their leaders, who are at risk from pervasive state surveillance of our communications.

Matt Yglesias’s China Syndrome

Commenting on the recent labor unrest in China, Matt Yglesias makes a comparison with the past and present of the United States.

Conditions in contemporary China have much more in common, structurally speaking, with conditions during the heyday of western labor activism than does anything about the Chicago teachers strike or the apparent American Airlines sickout. The rapid pace of Chinese industrialization means the average wage in a Chinese factories has managed to lag behind the average productivity of a Chinese factory worker (roughly speaking because it’s dragged down by the absymal wages and productivity of Chinese agriculture) which creates a dynamic ripe for windfall profits but also for labor activism. The repressive nature of the Chinese state is an unpromising ground for union organizing, but by the same token Chinese labor organizations have much less to lose (in terms of union-managed pension funds, union-owned buildings, etc.) if they break the law with “wildcat” strikes and the like.

Why are workers rioting in China? Because, says Matt, of the large gap between labor productivity and labor compensation there, which is similar to how things once were in the US and Western Europe but is unlike anything in the contemporary US.

Oh really? Since 1973, labor productivity in the US has risen 80.4 percent. Yet median wages have increased only 4 percent, and median compensation as a whole—which includes benefits—has only increased 10.7 percent.

This is hardly a state secret; mainstream economists talk about it all the time. Which is why I was so puzzled by Matt’s claim.

So I asked him about the discrepancy. He  responded: “I should explain the difference more clearly. US is a median issue, China is a mean issue.” I’m not clear what point he’s trying to make here, but it seems to work against him: if the mean worker wage in China is being depressed by very low wages in agriculture, that means factory work pays better than agriculture, so workers should be flocking to the factories. An increase in the labor supply is not usually conducive to labor activism.

Back to the US.  So where did all that productivity growth between 1973 and 2011 go? Writes Paul Krugman:

One third of the difference is due to a technical issue involving price indexes. The rest, however, reflects a shift of income from labor to capital and, within that, a shift of labor income to the top and away from the middle.

2/3 of the productivity, in other words, went to the “windfall profits” that Matt speaks of above. Not so unlike China after all.

And what about labor activism? Matt is right, of course, about the repressive Chinese state. But as I’ve long argued, a good deal of worker activism in the United States also gets repressed. One in 17 of every eligible voter in a union election gets illegally fired or suspended for his or her support for a union. While it’s true that the American state is not the equivalent of the Chinese state, it’s also true that a great deal of repression in the US has always been outsourced to the private sector—even in “the heyday of western labor activism.”

Over the summer, when Chris Bertram, Alex Gourevitch, and I were advancing our thesis about workplace tyranny, Matt repeatedly professed bafflement as to why we were even talking about this issue. Well, this is one reason: repression and coercion in the workplace actually prevent the union organizing that helps ensure that that growth in worker productivity translates into higher pay and benefits for workers.

Matt gets it. In China.

So, some celebrities got married: Blake Lively, who was in the TV show Gossip Girl, and Ryan Reynolds, who was in the Green Lantern and is one of those dudes who is stipulated to be handsome but his eyes are too close together so he just looks moronic. Like a younger…thingface. Whoever. Lively herself is an off-brand Gwyneth Paltrow so it’s suitable.

They had the wedding, which was all perfect and arranged by actual Martha Stewart with color-coördinated jordan almonds (OK I made that detail up, but almost certainly yes), at Boone Hall Plantation, outside of Charleston in South Carolina. Boone Hall almost alone of the pre-Civil War plantations has its slave quarters intact. I think this is actually awesome about Boone Hall. At all the other plantations, you go, and some nice white volunteer shows you around, and you have to just use your imagination. The main house is now surrounded by vast lawns, and live oaks and azaleas, wisteria and breath of spring, tea olive, daphne odora, gardenias, and mounds of Lady Banksia roses. Mmmm, up in Charleston that Lady Banksia will get up to one-and-a-half stories high. I’m not sure why it doesn’t grow so well in Savannah. Pretty little yellow roses on a climbing vine, heaping up on itself, all up around old fenceposts. But no hovels! No wood fires, no chickens, no foundries! No crying babies, no foremen, no one making grits, no one getting beat the hell up, no black people!

Open borders, wages, and economists

How would open borders affect the well-being of the world’s population? I’ve spent much of today reading what some economists have to say about this and there seems to be something of a consensus that if people were able to move freely across borders, to live and work where they chose, then the people who moved from poor countries to rich ones would enjoy massive benefits. One author, Michael Clemens, “raises the possibility of a doubling of global income”:http://www.cgdev.org/files/1425376_file_Clemens_Economics_and_Emigration_FINAL.pdf (PDF); another, John Kennan, “envisages a doubling of the incomes of the migrants”:http://www.nber.org/papers/w18307.pdf?new_window=1 . Either way, the gains are huge: put those poor people into the institutional and capital contexts of wealth countries and they would do much much better.

Infringements on Worker’s Rights: Not Imaginary

Oh Christ. IMAGINATIVE EMPATHY FAIL. The imaginative empathy fail button at CT headquarters is turning around and blaring and stuff and I am sick so I don’t have time to deal with this plus it’s an annoying sound. Everyone, please try to imagine you are a poor person for at least 45 seconds at a minimum. Also, if you look at an 80-comment thread and only one commenter with a visibly female handle has said anything, would you please just, go get someone off the street or something, or like maybe the woman next to you at Starbucks, to comment? Don’t tell her it’s about libertarianism!! Don’t be hitting on her either. Unless you’ve got mad game like Kells. Tell her I asked you to. Anyway.

Do you know how becoming a Jesuit differs from taking on a job that is unpleasant? You don’t need to become a Jesuit to get money to buy food and clothes for your family! For real! You’re not even supposed to have a family! So is there an issue there, about whether one can potentially contract oneself to SeaOrg or the Holy Catholic and Apostolic Church and come out missing your freedom? Yes, and that is what separates cults from churches in most people’s mind. This could be an interesting sidebar discussion but it has nothing to say about the “putting up with awful things to have a job” issue.

Let It Bleed: Libertarianism and the Workplace

Libertarianism is a philosophy of individual freedom. Or so its adherents claim. But with their single-minded defense of the rights of property and contract, libertarians cannot come to grips with the systemic denial of freedom in private regimes of power, particularly the workplace. When they do try to address that unfreedom, as a group of academic libertarians calling themselves “Bleeding Heart Libertarians” have done in recent months, they wind up traveling down one of two paths: Either they give up their exclusive focus on the state and become something like garden-variety liberals or they reveal that they are not the defenders of freedom they claim to be.

That is what we are about to argue, but it is based on months of discussion with the Bleeding Hearts. The conversation was kicked off by the critique one of us—Corey Robin—offered of libertarian Julian Sanchez’s presignation letter to Cato, in which Sanchez inadvertently revealed the reality of workplace coercion. Jessica Flanigan, a Bleeding Heart, responded twice to Robin. Then one of us—Chris Bertram—responded to Flanigan. Since then, the Bleeding Hearts have offered a series of responses to Chris and Corey.

Solidarity

<a href=”http://colorlines.com/archives/2011/12/in-home_care_workers_finally_get_federal_minimum_wage_and_overtime_protections.html”>This is huge</a>: medical homecare workers will start to be treated as actual workers, with overtime and minimum wage requirements, rather than volunteers. At some point perhaps other groups of workers excluded from that kind of basic protection–waiters, other domestic workers, farm laborers–will also overcome the racist legacy of not counting Certain Classes of People as “real” workers.

In the meantime, for god’s sake tip well and if you’re not paying the person who cleans your house or mows your lawn or delivers your newspaper or nannies your kids two weeks bonus wages at some point during the year (it doesn’t have to be during the Big Spending Season, but everyone is entitled to a vacation, and don’t give me this crap about how they’re “self-employed” and it’s “their responsibility” to budget for their own vacation), you suck.*

*Possibly not if you live in a country in which people who do this kind of work actually get the same benefits and protections as so-called “professionals.”
