Climate change

It wasn’t that long ago that everyone was talking about the “libertarian moment” in the US. Now, libertarianism/propertarianism is pretty much dead. The support base, advocacy groups and so on have gone full Trumpists, while the intellectual energy has shifted to “liberaltarianism” or, a more recent variant, Tyler Cowen’s conversion to “state capacity libertarianism“.

Most of those departing to the left have mentioned the failure of libertarianism to handle climate change. It was critical for two reasons. First, any serious propertarian response would have required support ofr the creation of new property rights (emissions permits) and the restriction of existing ones (burning carbon). That would imply an acknowledgement that property rights are not natural relations between people (owners) and things (property). They are socially constructed relationships between people, allowing some people to use things and to stop other people from doing so. Second, the effort to deny the necessary implications of climate change inevitably resulted in denial of the scientific evidence that climate change was occurring. That contributed to a situation where most former libertarians are now Trumpists, happy to deny the evidence of their own eyes if that’s what the leader requires of them.

I’m working on a longer article spelling all this out. In the meantime, comments welcome.

Not everyone who is a sceptic about the benefits of migration is a nativist. On the contrary, many progressive opponents of migration cite the harm that is done when people leave poor countries to make better lives in wealthy ones. The grounds for their opposition vary, but two particulary common reasons given are climate change and brain drain. Here, for example, is Rupert Read, philosopher and Extinction Rebellion spokesperson, [writing in The Ecologist in 2014](https://theecologist.org/2014/jun/19/love-immigrants-rather-large-scale-immigration):

>There must be absolutely no compromise whatsoever on the humanity and rights of immigrants, and on our responsibility to welcome and help to integrate those who are here. But we ought to accept the power of the reasoning that shows that a high level of immigration leads to significant problems – here, abroad, and in the future. It …increases  net environmental footprint – people migrating here whether from Estonia or East Africa suddenly jump their footprint dramatically: this is bad news of course for all things ecological / for future generations.

Other writers, two numerous to mention here, are worried about “brain drain” and the decision of wealthy professionals to take their skills, often developed at the state’s expense, to rich countries when there are so many people locally who need doctors, nurses, teachers and hedge-fund managers.

But how will they pay for it?

Since the climate change townhall is happening, here’s a piece I wrote for Wired about it last month, based on some ideas of Jeff Colgan, Jessica Green and Thomas Hale.

Last week, CNN announced plans to host a climate crisis town hall with the Democratic presidential candidates on September 4. MSNBC scheduled a multiday climate change forum with the presidential hopefuls later that month.

In both venues, some version of the perpetual question will undoubtedly be raised: “How will you pay for the costs of dealing with climate change?”

Despite its pervasiveness, this is a profoundly wrongheaded line of inquiry. Asking how to pay for the impact of climate change implies that these costs are a matter of choice. The reality is that global warming will impose massive costs, regardless of whether policymakers respond or not. Thus, the real question is not “How would you propose to pay?” but instead “Who is going to pay?” and “How much?” [click to continue…]

Jimmy Carter gets advice about global warming

In the course of attempting to threadjack Harry’s post on advice to new students, a commenter made the often-repeated claim ““Forty years ago (1970’s) global cooling was all the rage!””. As it happens, just before reading this comment, I received a link to some files from the Jimmy Carter Presidential Library and Museum. It’s a daily log or similar, and starts with a response to someone named Frank Press who had written to Carter raising concerns about CO2 emissions and global warming. The advice given to Carter was as follows:

The issue raised by Press is not new. The experts all agree that more infor­mation is needed. The energy plan indicates that nearly $3 million was being requested for ERDA to study the long-term effects of co2. (James) Schlesinger feels that the policy implications of the issue are still too uncertain to warrant presidential involvement or poli­cy initiatives. Schlesinger is examining the issue in the preparation of the FY 79 budget, and will, at that time, have the full report of the NAS study and further results from ERDA.

That accords with my memory, but not, apparently that of numerous others. Both warming and cooling were discussed in the 1970s, but there wasn’t clear evidence either way. By the 1980s, it became clear that the trend was towards warming, though it took another decade or so to produce broad scientific agreement that greenhouse gas emissions were the most likely cause and another decade for this agreement to reach near-certainty.

Green new deals and natural resources

I’m nearly through reading Barbara Kingsolver’s *The Poisonwood Bible* at the moment, and very good it is too. For those who don’t know, the main part of Kingsolver’s novel is set in the Congo during the period comprising independence in 1960 and the murder of its first Prime Minister, Patrice Lumumba, on 17 January 1961 at the hands of Katangan “rebels” backed by Belgium and the US. And DR Congo (sometime Zaire) has been pretty continuously violent and unstable ever since. With its origins in King Leopold’s extractive private state (rubber), Congo has been coveted and plundered for the sake of its natural resources ever since. At the time of the Katanga crisis copper was the thing. But now what was previously a little-wanted by-product of copper extraction, cobalt, is in heavy demand because of its use in batteries.

My attention was caught yesterday by [a press release from the UK’s Natural History Museum](https://www.nhm.ac.uk/press-office/press-releases/leading-scientists-set-out-resource-challenge-of-meeting-net-zer.html), authored by a group of British geoscientists:

> The letter explains that to meet UK electric car targets for 2050 we would need to produce just under two times the current total annual world cobalt production, nearly the entire world production of neodymium, three quarters the world’s lithium production and at least half of the world’s copper production.

A friend alerted me to a piece by Asad Rehman of War on Want, provocatively entitled [*The ‘green new deal’ supported by Ocasio-Cortez and Corbyn is just a new form of colonialism*](https://www.independent.co.uk/voices/green-new-deal-alexandria-ocasio-cortez-corbyn-colonialism-climate-change-a8899876.html) which makes the point:

> The demand for renewable energy and storage technologies will far exceed the reserves for cobalt, lithium and nickel. In the case of cobalt, of which 58 per cent is currently mined in the DR of Congo, it has helped fuel a conflict that has blighted the lives of millions, led to the contamination of air, water and soil, and left the mining area as one of the top 10 most polluted places in the world.

People who are optimistic about the possibilities of decarbonizing without major disruption to Western ways of life and standards of living are often enthusiastic about new technologies, battery developments etc. I’ll include CT’s John Quiggin in that (see John’s piece from CT [Can we get to 350ppm? Yes we can from 2017](https://crookedtimber.org/2017/07/22/42710/)). John tells me he’s sceptical about claims that we are about to run out of some scare resource. Maybe he’s right about that and more exploration will reveal big reserves of copper and cobalt in other places. But even if he is, we still have to get that stuff out of the ground, and that’s predictably bad for local environments and their people, and in the short to medium term it may yet be further bad news for the people of DR Congo who have already endured seventy plus plus years as a “free” country (and 135 years since Leopold set up in business) in conditions of violence and exploitation, whilst already wealthy northerners get all the benefits.

A moral puzzle on individual climate action

The Dutch philosopher Marc Davidson posted the following on the closed FB-group Climate ethics research (reproduced here with Marc’s permission):

Who can help with this moral riddle? Somewhere in the near future I have to be in Venice [leaving from Amsterdam]. I can take the train for about 200 Euro, which emits 0.04 ton CO2. Or I can take the plane for about 40 Euro, which emits 0.15 ton CO2 AND spend 160 Euro on buying emissions rights from the EU ETS which will remove 8 ton CO2 emissions. What is better for the climate and what is the moral right thing to do? I really intend to spend the entire difference on compensation.

Save the nukes

I’ve written numerous posts pointing out that expansion of nuclear power is not a serious option in decarbonizing the electricity supply. In a sense, there’s no need to make the case, as no profit-oriented corporation is ever likely to start a new plant. The recent abandonment of two proposed plants in the UK, despite the offer of massive subsidies, illustrates the point. The only purpose of talk about new nuclear power is to attack the only realistic options, wind and solar PV.

On the other hand, nuclear power is a lot less dangerous than coal. So, it’s worrying to see nuclear power plants closing down in the US and elsewhere, when there are plenty of coal-fired power plants still in operation. The worse case is Germany, where the phaseout of nuclear power has left lots of lignite-fuelled power stations still in operation.

The sensible policy is first, to abandon any idea of closing nuclear power stations by direct regulation and second, to impose a substantial carbon price, putting coal-fired power stations first in the “order of demerit” for closure.

On our way to zero net emissions

In many avenues of my life, people are now discussing whether we should reduce our emissions and if so, how much they should reduce their emissions and what we will still permit ourselves to do (meat? flying? driving our gasoline car? buying some new stuff we would like but can also live without?). Academically, the question of the fair division of the remaining emissions, as well as the question whether we should frame this as a moral duty for inviduals or rather merely to those in power to change institutions, are part of the Fair Limits project that I’m directing. Politically, we’ve seen these questions discussed in newspapers, on blogs and on twitter, including penetrating comments such as this one by the Swedish climate activist Greta Thunberg (who, according to Wikipedia, turns 16 today – happy birthday, Greta!):

Three cheers for Urgenda!

I’ve been absent here since over the last weeks all my time except for teaching and other non-postponable duties has gone into nation-wide activism to end the underfunding of universities in the Netherlands – about which another time, hopefully soon, more in another blogpost. But I wanted to briefly interrupt my absence to share with you the good news that Urgenda, has won the Appeal that the Dutch State made against the famous 2015 Climate Case that Urgenda won, on which I wrote here at the time. How Do Low-Lying States Deal With Climate Change?

The NYT today has an article about how the Dutch, with their long experience of holding back the sea, plan to advise other nations about utilizing children’s pudgy fingers to avert devastating floods. At least, I assume that’s what it’s about; I didn’t RTWT yet. More interesting and pertinent to me was this article from some weeks ago about how Singapore is constructing new land, both to increase the city state’s area on general principles and to deal with rising sea levels. Singapore is in a difficult position as a low-lying polis with no higher ground or inetrior countryside to relocate to. In addition, it is forested with high-rise apartment blocks that can hardly be moved. Bukit Timah hill, which I can see from my window, is only about 400 ft above sea level and is the highest point on the island. Singapore imports tons of sand from neighboring countries and uses it to create new islands offshore or infill and extend the current island.

The area where the Marina Bay Sands hotel and casino is located is on infill. It’s the one that looks like a cruise ship plonked on top of three curving towers. Next to it are these fabulous tree-like structures filled with plants and a stylized lotus building, and the huge ferris wheel, currently the biggest in the world, is nearby. With this and the durian-shaped Esplanade theatre Singapore has methodically achieved its goal of having a recognizable skyline. It is just like the government to plan the whole thing out like in this way after, one assumes, envious comparisons to the spontaneous towers of Hong Kong, and build it up in a slow plodding way–but then have it actually work!

From what I have seen in staying here so long, after the sand is put in, the ground is usually firmed up by being planted with trees for a while, though apparently they also build concrete honeycombs to support it from beneath. Both Indonesia and Malaysia have become irritated by the expansion and have begun to withhold exports of sand, so that Singapore has to look further afield. Myanmar has no compunction about selling something that’s worthless to them. Singapore has created something I didn’t know about, namely a strategic sand reserve in Bedok. This is also the most Singapore thing ever. Looking ahead! 10-year plans for new public housing and new MRT lines to service them! It is a curious place. I recommend you do read the whole article though it is long. The stories of a man who has viewed all the changes from the water are very interesting for a different perspective than the one I see. It is a fascinating look at what a truly endangered nation will do when it takes the Anthropocene seriously.

Individual emission budgets & footprints

If what I write is correct, it only illustrates (but quite vividly, I think) the mess we’re in. Before the Flood

I watched Before the Flood today, the Leonardi di Caprio film on climate change. I think it does a great job for three reasons. First, it brings the debate on climate change to the masses, which the articles that scientists write in Science or Nature won’t do, nor will the class with 25 graduate students to whom I taught climate ethics. It’s great to have in-depth and very detailed debates on either the science or the ethics of climate change, but this problem needs mass mobilisation. Second, it gives a more visual and narrative complement to an intellectual approach to climate change (have you ever tried to read the IPCC reports? You’ll understand what I mean). As Piers Sellars, an astronaut and director of the Earths Sciences Division of NASA says in the movie, he understood the problem of climate change intellectually for a long time, but only when he saw the fragility of the Earth from space, really captured the scale and significance of the problem. A film such as this one can be that non-cognitive complement for all of us. Third, Di Caprio interviews an impressive range of people from different sectors and different countries, which makes the movie interesting and rhetorically powerful. [click to continue…]

Nuclear math doesn’t add up

Writing in the National Review, Robert Bryce< of the Manhattan Institute criticises the Democratic Party platform for omitting any mention of nuclear power, and accuses the Democrats of failing to “do the math”. Unfortunately, although he throws some numbers about, he doesn’t do any math to support his key conclusion

But even if we doubled the rate of growth for wind and solar — and came up with a perfect method of electricity storage (which of course, doesn’t exist) — those renewables aren’t going to replace nuclear energy any time soon

So, I’ll do the math for him.

RUSH LIMBAUGH: There’s so much fraud. Snerdly came in today ‘what’s this NASA news, this NASA news is all exciting.’ I said yeah they found flowing water up there. ‘No kidding! Wow! Wow!’ Snerdly said ‘flowing water!?’ I said ‘why does that excited you? What, are you going there next week? What’s the big deal about flowing water on Mars?’ ‘I don’t know man but it’s just it’s just wow!’ I said ‘you know what, when they start selling iPhones on Mars, that’s when it’ll matter to me.’ I said ‘what do you think they’re gonna do with this news?’ I said ‘look at the temperature data, that has been reported by NASA, has been made up, it’s fraudulent for however many years, there isn’t any warming, there hasn’t been for 18.5 years. And yet, they’re lying about it. They’re just making up the amount of ice in the North and South Poles, they’re making up the temperatures, they’re lying and making up false charts and so forth. So what’s to stop them from making up something that happened on Mars that will help advance their left-wing agenda on this planet?’ And Snerdly paused ‘oh oh yeah you’re right.’ You know, when I play golf with excellent golfers, I ask them ‘does it ever get boring playing well? Does it ever get boring hitting shot after shot where you want to hit it?’ And they all look at me and smile and say ‘never.’ Well folks, it never gets boring being right either. Like I am. But it doesn’t mean it is any less frustrating. Being right and being alone is a challenging existence. OK so there’s flowing water on Mars. Yip yip yip yahoo. You know me, I’m science 101, big time guy, tech advance it, you know it, I’m all in. But, NASA has been corrupted by the current regime. I want to find out what they’re going to tell us. OK, flowing water on Mars. If we’re even to believe that, what are they going to tell us that means? That’s what I’m going to wait for. Because I guarantee, let’s just wait and see, this is September 28, let’s just wait and see. Don’t know how long it’s going to take, but this news that there is flowing water on Mars is somehow going to find its way into a technique to advance the leftist agenda. I don’t know what it is, I would assume it would be something to do with global warming and you can — maybe there was once an advanced civilization. If they say they found flowing water, next they’re going to find a graveyard.

I dunno. I’m going to wait for the movie. I figure in 20 years, they’ll do a remake of The Martian, with Chris Farley’s re-animated corpse as Rush Limbaugh, in Matt Damon’s role. Only this time, NASA will be trying to keep him on Mars so he can’t talk radio back about how the lack of flowing water on Mars proves there’s no global warming on Earth. But then Deja Thoris falls in love with him, because the lighter atmosphere makes him a tremendous golfer. And he teams up with Tars Tarkas – who has four arms, ergo can hit two golf balls at once.

Conspiracy Theory

The recent news about VW has made me question some pretty fundamental things. I think cheating on this scale required, not just massive amounts of fraud, but a massive amount of complicity. No one at a lower level in the organization would take on the risk of freelancing a scheme of this nature. The benefits coming to you would be attenuated, and the danger would be great. This means that (minimally, some) people at the very top of the organization had to know about the software. Software powerful enough to determine when the car was being tested is complex and requires input from many sensors. This means (minimally, not a small number of) people had to know about the software. The person writing the proprietary code governing the steering wheel’s performance would have to be involved at least enough to have been told, “create an alert when the wheel hasn’t been moved in 2 minutes but the engine is running hard.” But it has always been my belief that, by and large, complex, dangerous conspiracies involving many people simply don’t happen. The more danger attaches to a criminal conspiracy–and here the danger seems in the worst case scenario actual dissolution of the company–the more the conspirators must be benefiting. Why would they do it otherwise? So, price-rigging among a small number of cartel members, for example, is easy to understand. But the larger the number of people involved in the conspiracy becomes, so, too does the benefit incline to decrease, but more obviously, the likelier it is that someone will screw up. If you are the director for a certain division of engines you might get a bonus that rises and falls with sales, or with the time and ease with which you meet projected goals. But it will have to be a pretty damn good bonus to risk being put in jail, right? And on the second point, each new person who knows about the conspiracy seems to exponentially increase the odds someone will blow the whistle. And yet here no one talked. They were only discovered by a pro-diesel group who wanted to tout the idea of getting more diesel cars on the road in the interests of cleaner energy expenditure! What the hell? And, do we think everyone else’s proprietary software is soft and rotten and fretted by maggots beneath a smooth and impenetrable DCMA surface? One can only imagine the EPA will be having a look…
