Institutions and Politics syllabus

I’m teaching my Ph.D. level course on institutions and politics this fall. The idea behind the course is to provide Ph.D. students with (a) an understanding of core debates in institutional theory in political science (distinguishing between rational choice, historical institutionalist and ideational accounts), (b) some sense that these accounts go across the subfields of political science, and (c ) an intuition that there are Other Social Sciences with debates about institutions, and that they often have fun and important things to say. Below the fold is my draft reading list: suggested amendments, additions, revisions etc are gratefully received (and if anyone finds the syllabus useful, they should feel free to take it and adapt it for their own requirements &c&c). I also have a class without assigned readings yet – which I hope to fill in with some fun new topic.

The problem with “left” neoliberalism

This is just a short post seeking, for the purposes of mutual clarification, to highlight where I think the real differences lie between someone like me and “left neoliberals” like Matt Yglesias. I think that something like Yglesias’s general stance would be justifiable if you believed in two things: (1) prioritarianism in the Parfit sense and (2) that real (that is, inflation adjusted) income levels reliably indicate real levels of well-being, at least roughly. For those who don’t know, prioritarianism is a kind of weighted consequentialism, such that an improvement in real well-being counts for more, morally speaking, if it goes to someone at a lower rather than a higher level of well-being. So prioritarism is a bit like a utilitarianism that takes a sophisticated and expansive view of utility and weights gains to the worse-off more highly. This view assigns no instrinsic importance to inequality as such. If the best way to improve the real well-being of the worst off is to incentize the talented (thereby increasining inequality) then that’s the right thing to do.

From Boring to Bizarre: Canada Votes 2011

For the second election in a row, Canada’s trip to the polls has, to use a technical term, gone weird. The big story this time round is the rise of the perennial third- or fourth-place New Democratic Party, making NDP leader Jack Layton the probable leader of the opposition and possibly even Prime Minister – something no one (and I mean NO ONE) would have believed possible three weeks ago. I was reluctant to accept Henry’s invitation to comment here because there are many people who know more about Canadian electoral politics than I do, but as NO ONE else had a clue this was going to happen either, it might as well be me to open the comment thread.

For any of you not completely up to date, here’s what’s been happening (note to self – switch to present tense here for that sports-commentator-like sense of immediacy):

  • March 25: Stephen Harper’s minority Conservative government loses a no-confidence vote that found the government in contempt of parliament. (CBC report)
  • March 27: The six-week campaign officially opens. The Conservatives attack Liberal leader Michael Ignatieff relentlessly for being too little Canadian (“He didn’t come back for you”) and too much academic (Harvard for God’s sake), but no issue catches fire with the public.
  • April 12 and 13: The mid-campaign TV debates are held, one in English and then one in French. The French debate was moved forward a day so as not to clash with a hockey game. There is no big moment, no immediate announcement of a winner.
  • Over the next few days, the NDP starts to pick up support from the Bloc Quebecois, despite never having a significant showing in that province.
  • Around Easter, the Liberal vote starts to bleed to the NDP and support for the Grits falls from high 20s to low 20s, and all of a sudden the NDP has almost doubled its share from 17% up to about 30%, clearly in second place (see Andrew Heard’s page at Simon Frasier University, or ThreeHundredEight.com). The Google Trends results for the party leaders summarize the campaign as well as anything.

Which all raises two questions. What caused these dramatic shifts? And what happens next?

Causes first. The leaders are all known quantities; the policy platforms are basically the same as in the 2008 and 2006 elections; the Canadian economy was insulated from the worst of the financial collapse by a combination of oil and good fortune in its banking history; no political or economic issue has taken hold during the campaign. What gives?

It may be worth remembering that it’s the second time in a row that a Canadian election has gone from boring to bizarre. Back in 2008 the Liberals called an election and, then as now, everyone knew that the election would conclude with everything looking the same as before. The Bloc Quebecois would hold on to 50 or so seats in Quebec. The Tories, now a wholly-owned subsidiary of the Alberta-based Reform Party, were too socially conservative and too doctrinaire to make a breakthrough in seat-rich Ontario and would be limited to about 100 seats from the western provinces, the Liberals would get pretty much all of Ontario’s 100 seats plus some from the maritimes, and the NDP would stay at 20 or so seats. But Liberal leader Paul Martin stumbled and was labelled as “Mister Dithers”, the label stuck and the Tories took 40 seats in Ontario, enough to form a minority government. Once the Liberals started losing support, everything just went from bad to worse for them.

All I can see is that the self-referential nature of recent campaigns, in which poll results themselves have become the major daily news item, lends itself to wild and unpredictable fluctuations as voters’ opinions are shaped by their perceptions of the trends around the country. The patterns remind me of the Salganik, Dodds, and Watts studies of artifical cultural markets from a few years ago (PDF): social decision making leads to cascade-driven inequalities in outcomes, but the outcome is only obvious once you know the answer.

Despite talk of this being Canada’s first social media campaign, I think it’s uncontroversial to say that social media has had little impact. There has been publicity for student “vote mobs” and some questions about the legality of tweeting on election night (before the polls close in the west), but basically the campaign has been mass-media driven.

And as for what happens next? Well who the hell knows. The big questions are whether the NDP polling results will hold up and, in a country with strong regional distinctions, how the nationwide trends will be reflected at the level of individual ridings. It could be that the NDP surge leads to a majority conservative government, or it could be that an NDP-led coalition of the non-right will end up taking power, or it could be… well what? I look to commenters to tell us.

As for me, for the last few elections I have been actively involved in the local NDP campaign, and in 2008 that ended with the Conservatives winning over the Liberals by 17 votes; the closest race in the country. I have never previously considered tactical voting, but this time I have signed up at Pair Vote as my choice is strongly Anyone But Harper. I’d like to think it’s the right thing to do, but with this campaign, who knows?

Against studying the Internet

Maybe we should stop talking about “information and communication technologies” or “the Internet” or “new and social media” as a single constellation of technologies that have key characteristics in common (distinctively participatory, or distinctively intrusive, for example), and that are sufficiently different from other parts of the world that they need to be talked about separately. The Internet is still pretty new, so we tend to look at it as a definable thing, but digital technologies have now become so multifaceted and so enmeshed in other facets of our lives that such a broad brush obscures more than it reveals.

The Political Theory of Saif al-Islam Gaddafi

Via Shehzad Nadeem at OrgTheory comes this report on Muammar el-Gaddafi’s son and the Ph.D in Political Theory he wrote at the LSE in 2008, who as it happens also accepted a pledge of £1.5m from the Gaddafi International Charity and Development Foundation, which Saif ran. Gaddafi the Younger’s thesis, which you can read in its entirety if you like is titled “The Role of Civil Society in the Democratisation of Global Governance Institutions: From ‘Soft Power’ to Collective Decision-making?” In it, he argues that,

inclusion of elected representatives of non- governmental organisations (NGOs) in tripartite decision-making structures could potentially create a more democratic global governing system. … the thesis argues that there are strong motivations for free individuals to seek fair terms of cooperation within the necessary constraints of being members of a global society. Drawing on the works of David Hume, John Rawls and Ned McClennen, it elaborates significant self-interested and moral motives that prompt individuals to seek cooperation on fair terms if they expect others to do so. Secondly, it supports a theory of global justice, rejecting the limits of Rawls’s view of international justice based on what he calls ‘peoples’ rather than persons. Thirdly, the thesis adopts and applies David Held’s eight cosmopolitan principles to support the concept and specific structures of ‘Collective Management’.

He goes on to say that,

The core aim of the thesis, then, is to explore the potential for the concept of Collective Management to develop a more democratic, morally justified system of global governance that recognises the rights of individuals … and is particularly focused on empowering civil society organizations (CSOs) to give a stronger voice to those currently under-represented in the existing system

From here it is only a short few steps to the view that when push comes to shove, blood will run in the streets and you and your family will fight to the last bullet. I think there’s a passage in A Theory of Justice that can be read as endorsing this claim.

Should the left back the alternative vote in the UK?

So, we are to have a referendum in the UK on the alternative vote system. Tempting though it might be, I suppose I shouldn’t decide my view on the basis of my desire to stick it to the vile Nick Clegg. The fact that AV (like the French two-ballot runoff system) requires MPs to secure (eventually) a majority in each constituency certainly has _prima facie_ attractions, and it is troubling that most MPs are now elected on a minority vote. (In 1951 and 1955 only 39 and 37 seats in the Commons were held without a majority, so things have changed.) So on the plus side, there’d be more work work for candidates to do in more constituencies in order to secure election. On the other hand, AV can get you dramatically non-proportional outcomes (worse, in fact than FPTP). This will be familiar to Australians from (for example) the 1977 elections where the Liberals managed a majority of seats with considerably fewer first preferences than Labour and where the coalition of which the Liberals were part got two-thirds of the seats (a landslide) with only a minority of the vote.

I’m culling these facts from Vernon Bogdanor’s 1984 book _What is Proportional Representation?_ Bogdanor (David Cameron’s tutor at at about that time, incidentally) believed the system would hurt the Tories on the grounds of the their geographical distribution. John Curtice, on the other hand, “thinks”::http://www.independent.co.uk/opinion/commentators/john-curtice-this-could-make-cameron-the-winner-from-electoral-reform-2124667.html that Labour would suffer. Any more reliable indications out there? Psephological guidance please.

Just listened to an interesting bloggingheads exchange between our Henry and Robert Farley on Egypt and zombie international relations.

Two responses: Robert Farley reads a WSJ piece on Egypt and suggests, in effect, that the effect of internet social networking might not be to allow for more connections between protesters – ‘just connect’, as the slogan might be – but to enable aggregate overwhelming of the security response; which, in the end, couldn’t be quite ‘dexterous’ to be in enough places, with enough force, at once. I have no idea whether this is right or not but, as a thesis, it deserves a name, which will obviously be ‘Denial of Service Attack’, DoS for short. Denial of Security Service, that is.

Then they are on to zombies, and Drezner’s book. Farrell and Farley consider whether there is a history of supernatural approaches to political theory – Marx and vampires and a certain amount of para-zombie theory of the market, so forth. Any good Soviet-era socialist zombie political theory? They miss an important data point which, in fact, all historians of the zombie film, and zombie literature have also missed. The ‘modern’ zombie genre does not start with Romero, in 1968. It starts with one of my pet favorite sf films: the 1936 Menzies/Wells film, Things To Come. And it starts as emblematic political theory allegory. You read that right, kids: the modern zombie film genre was born as an explicit exercise in pedagogically illustrating the strengths and weakness of IR realism. [click to continue…]

Realism, schmrealism

Realists, … have been bearish about the EU and the euro since the financial crisis, arguing that European member states were more likely to pursue their individual national interests and to begin to step back from some of the integrative measures that the EU had adopted in recent years. … By contrast, “institutionalists”:http://www.newsweek.com/2009/07/31/europe-defies-the-skeptics.html, and EU-philes more generally, have suggested that the only way forward was to deepen political integration within Europe. … So what we have here is a nice test of two rival paradigms, and students of international politics should pay close attention to how this all plays out.

Kissinger and Realism

Stephen Walt “argues”:http://walt.foreignpolicy.com/posts/2010/12/21/michael_gerson_s_moral_myopia _contra_ Michael Gerson that Henry Kissinger’s remarks on the Soviet Union, Jews and gas chambers have nothing to do with foreign policy ‘realism.’ While I’m all for kicking Michael Gerson at every possible opportunity, I think that he’s closer to the truth on this specific question than Walt is.

The State of Statelessness

I’ve written a “long review essay”:http://www.the-american-interest.com/article-bd.cfm?piece=916 looking at Benedict Anderson’s _Under Three Flags_ and James Scott’s _The Art of Not Being Governed_ which has just gone up at _The American Interest._ In an ideal world, I’d have preferred to have written a bit more on Scott (whose book is a classic, and beautifully written to boot), and a bit less on Anderson (whose book has much of interest, but is not a new Imagined Communities), but the Anderson book fit better with the purpose of the review, which was to think about the prospects for anarchism in the modern world. I’m grateful to Scott McLemee for reading an early draft, and rescuing me from error on a few key points (Scott is absolved from any further responsibility though, and likely does not agree with everything I have to say).

bq. On August 8, 1897, Michele Angiolillo, an Italian anarchist, shot Antonio Cánovas del Castillo, the Prime Minister of Spain. Cánovas had dominated Spanish politics for decades, even during periods when he was nominally out of office, helping shore up Spain’s tottering monarchy and its possession of Cuba and the Philippines through torture and wide-scale military repression. Spanish imperialism in the Americas died with him: Cuba and the Philippines soon drifted out of Spain’s sphere of control and into that of the United States. A bullet from an anarchist’s pistol had changed global politics.

Three Years of ‘Understanding Society’

I’ve been dealing with multiple deadlines, and am about to fly to Boston for another conference, which has stopped me from blogging about several things I wanted to. Perhaps the most significant of which was the third anniversary last week of Daniel Little’s “Understanding Society”:http://understandingsociety.blogspot.com/2010/11/three-years-of-understandingsociety.html blog. It’s a wonderful, if atypical blog – Little uses the blog to write a couple of mini-essays a week on topics of interest in the hinterlands between sociology and political science.

In beginning this effort in 2007 I had envisioned something different from the kinds of blogs that were in circulation at the time — something more like a dynamic, open-ended book manuscript than a topical series of observations. And now, approaching 500,000 words, I feel that this is exactly what the blog has become — a dynamic web-based monograph on the philosophy of society. … The writing process here is quite different from that involved in more traditional academic writing. … Writing an academic blog has a different structure. It is a question of doing serious thinking, one idea at a time. Each post represents its own moment of thought and development, without the immediate need to fit into a larger architecture of argument. Eventually there emerges a kind of continuity and coherence out of a series of posts; but the writing process doesn’t force sequence and cumulativeness. Instead, coherence begins to emerge over time through recurring threads of thinking and writing.

There really is nothing else quite like it. I also highly recommend Little’s book _Varieties of Social Explanation_, which I’ve taught in graduate seminars (it is twenty years old, and it would be lovely to see a revised edition one of these days, but it is still excellent).

Crowding out the big society?

Windsor and Maidenhead Council (UK) “is planning a reward scheme”:http://www.guardian.co.uk/politics/2010/oct/31/council-plans-big-society-reward (supermarket tokens and the like) for volunteers to help implement David Cameron’s “Big Society”:

bq. it is likely residents would get a loyalty card similar to those available in shops. Points would be added by organisers when cardholders had completed good works such as litter-picking or holding tea parties for isolated pensioners. The council says the idea is based on “nudge theory” – the thought that people don’t automatically do the right thing but will respond if the best option is highlighted. Points would be awarded according to the value given to each activity. Users could then trade in their points for vouchers giving discounts on the internet or high street.

Maybe the Council should have read more widely, since according to another body of literature (Bruno Frey, “Sam Bowles”:http://www.sciencemag.org/cgi/content/abstract/320/5883/1605 ), they risk sending out a signal that only a mug performs good works for no reward. An interesting natural experiment, to be sure, but not one that I’d wish on the residents of Windsor and Maidenhead.

The exciting Berkman Center (where I spent the 2008/09 academic year as a Fellow) is accepting applications for both its Academic Fellowship program for an early/mid-career academic as well as its open Fellowship program. It is a fantastic place to spend some time so I highly encourage people with interests in Internet and society types of topics – very broadly defined – to look into these opportunities. Please spread the word! Berkman is genuinely interested in having a diverse set of voices and perspectives represented among its fellows. To achieve that, it is important that this call is circulated widely.

I recently had the pleasure of attending the “European Society for Philosophy and Psychology conference in Bochum, Germany”:http://www.ruhr-uni-bochum.de/philosophy/espp2010/index.html . The highlight for me was attending a talk by “Michael Tomasello”:http://email.eva.mpg.de/~tomas/ of the Max Planck Institute, Leipzig on pre-linguistic communication. Getting home, I ordered a copy of Tomasello’s “Why We Cooperate”:http://www.amazon.com/exec/obidos/ASIN/0262013592/junius-20 in which he argues, on the basis of detailed empirical work with young children and other primates, that humans are hard-wired with certain pro-social dispositions to inform, help, share etc and to engage in norm-guided behaviour of various kinds. Many of the details of Tomasello’s work are controversial (the book is essentially his Tanner Lectures and contains replies by Silk, Dweck, Skyrms and Spelke) and I lack the competence to begin to adjudicate some of the disputes. But this much is, I think, clear: that work in empirical psychology and evolutionary anthropolgy (and related fields) doesn’t – quelle surprise! – support anything like the Hobbesian picture of human nature that lurks at the foundations of microeconomics, rational choice theory and, indeed, in much contemporary and historical political philosophy.
