I discovered recently that my late Aunt Mary, who was in her time PA to the Postmaster General and a crack typist, had transcribed a letter from a distant relative of ours recounting a journey in 1865 from London to Aden (part of a journey to India). The letter seems sufficiently interesting to post here at Crooked Timber. Among the points of interest are the speed of the journey to Marseilles (remember, we are only 35 years into the railway era), seeing de Lesseps in Egypt — who has constructed the “Sweet Water Canal” (the Ismaïlia Canal) and has yet to complete the Suez Canal), impressions of the various places he passed through, and the tragic funeral of a young man who has died of drink. But much else besides. I’ve digitized by using the OCR on my phone and have checked the various oddities and spellings, so this should be an accurate reproduction.

I promised Mamma that I would send you all a letter but the old “Ripon” made such bad weather of it that although an old sailor I could not write very comfortably on board her and therefore all the writing that I did on board was either on business or to your dear Mother. We are now in a very fine large ship and as the weather is fine the sea very smooth and I have a cabin to myself, I can write in comfort and without being disturbed. You will I am sure like to have a kind of log or journal of my proceeding since I left you all on Monday and I will try and recollect the places that I have passed through and any little incidents that may be interesting and jot them down on paper to post at Aden, and although addressed to your dear Nelly you must understand that this letter is meant for all my dear children, and as I shall probably not write to your Mother from Aden, why, this will suffice to let her know also that I am in health and as happy as I can be while away from all I love.

One of the lessons of Branko Milanovic’s work on global inequality has been the realization that location, and perhaps more pertinently, nationality, is a more important explanation of how well and badly off people are than class is. Citizens of wealthy countries enjoy a “citizenship premium” over the inhabitants of poor ones that exists because they have access to labour markets and welfare systems that their fellow humans largely do not. Of course, there’s a sense in which this global difference also represents a class difference, with many of the workers simply located elsewhere while the residual “proletarians” of the wealthy world enjoy a contradictory class location (to repurpose a term from Erik Olin Wright). While it might be that world GDP would increase dramatically if barriers to movement were removed, as some economists have claimed, the relative position of the rich world poor depends upon those barriers being in place. Or to put it another way, free movement could make many poor people much better off and might not make the rich world poor any worse off in absolute terms, but it would erode their relative advantage. And people, however misguidedly care about their relative advantage.
What kind of politics would we expect to have in rich countries in a world like ours, if people were fully cognizant of this citizenship premium? I suspect the answer is that we would expect to see stronger nationalist movements seeking to preserve the advantage of members of the national collective over outsiders and correspondingly weaker parties based on class disadvantage within those countries. Which is, in fact, the tendency we do see in many European countries where traditional social democracy is struggling badly at the moment. In those same countries we might also expect to see some voters who are unthreatened by freer movement, or by the rise of new powers in the world, being more open to a more cosmopolitan politics and more preoccupied by other issues such as climate change and the environment. And this is, in fact, what we do see.

I went to see occasional Timberite Astra Taylor’s remarkable film *What is Democracy?* last night. It takes us from Siena, Italy to Florida to Athens and from Ancient Athenian democracy through the renaissance and the beginning of capitalism to the Greek debt crisis, occupy and the limbo life of people who have fled Syria and now find themselves stuck. It combines the voices of Plato and Rousseau with those of ordinary voters from left and right, Greek nationalists and cosmopolitans, ex-prisoners, with trauma surgeons in Miami, Guatemalan migrants in the US, with lawmakers and academics, and with refugees from Syria and Afghanistan. All the while it poses the questions of whether democracy is compatible with inequality and global financial systems and the boundaries of inclusion.
Some of the testimonies are arresting: the ex-prisoner turned barber who tells us of his nine years in a US prison of a hunger strike when the authorities tried to take the library away and of his problems adjusting to life of the outside, to being around women, and the fact that he’s denied the vote. And all the time he’s telling you this with attention and passion he’s clipping a customers beard, which adds a note of tension. We hear from trauma surgeons who tell us of the levels of violence in Miami – so much blood that the city is used for training by medics from the US military – and the shock of cycling from one neighbourhood to the next and experiencing swift transitions from opulence to utter destitution. We hear from a young Syrian woman who relates how she had to leave Aleppo after her mother was wounded by a stray bullet in her own home and whose idea of democracy is a country where she can lie safely in her bed.

I’m nearly through reading Barbara Kingsolver’s *The Poisonwood Bible* at the moment, and very good it is too. For those who don’t know, the main part of Kingsolver’s novel is set in the Congo during the period comprising independence in 1960 and the murder of its first Prime Minister, Patrice Lumumba, on 17 January 1961 at the hands of Katangan “rebels” backed by Belgium and the US. And DR Congo (sometime Zaire) has been pretty continuously violent and unstable ever since. With its origins in King Leopold’s extractive private state (rubber), Congo has been coveted and plundered for the sake of its natural resources ever since. At the time of the Katanga crisis copper was the thing. But now what was previously a little-wanted by-product of copper extraction, cobalt, is in heavy demand because of its use in batteries.
My attention was caught yesterday by [a press release from the UK’s Natural History Museum](https://www.nhm.ac.uk/press-office/press-releases/leading-scientists-set-out-resource-challenge-of-meeting-net-zer.html), authored by a group of British geoscientists:
> The letter explains that to meet UK electric car targets for 2050 we would need to produce just under two times the current total annual world cobalt production, nearly the entire world production of neodymium, three quarters the world’s lithium production and at least half of the world’s copper production.
A friend alerted me to a piece by Asad Rehman of War on Want, provocatively entitled [*The ‘green new deal’ supported by Ocasio-Cortez and Corbyn is just a new form of colonialism*](https://www.independent.co.uk/voices/green-new-deal-alexandria-ocasio-cortez-corbyn-colonialism-climate-change-a8899876.html) which makes the point:
> The demand for renewable energy and storage technologies will far exceed the reserves for cobalt, lithium and nickel. In the case of cobalt, of which 58 per cent is currently mined in the DR of Congo, it has helped fuel a conflict that has blighted the lives of millions, led to the contamination of air, water and soil, and left the mining area as one of the top 10 most polluted places in the world.
People who are optimistic about the possibilities of decarbonizing without major disruption to Western ways of life and standards of living are often enthusiastic about new technologies, battery developments etc. I’ll include CT’s John Quiggin in that (see John’s piece from CT [Can we get to 350ppm? Yes we can from 2017](https://crookedtimber.org/2017/07/22/42710/)). John tells me he’s sceptical about claims that we are about to run out of some scare resource. Maybe he’s right about that and more exploration will reveal big reserves of copper and cobalt in other places. But even if he is, we still have to get that stuff out of the ground, and that’s predictably bad for local environments and their people, and in the short to medium term it may yet be further bad news for the people of DR Congo who have already endured seventy plus plus years as a “free” country (and 135 years since Leopold set up in business) in conditions of violence and exploitation, whilst already wealthy northerners get all the benefits.

Last night I watched Citizen Jane, a recent biopic about Jane Jacobs and her long fight against Robert Moses’s plans for New York. Of course, Jacobs was largely correct: Moses’s grand utopian schemes wrecked the ecologies of street and community and eventually produced neighbourhoods worse than the ones they replaced, whilst failing to solve even the problems, like traffic congestion, they seemed best suited to. But being already familiar with the substance of the dispute, and with Jacobs’s great work, *The Death and Life of Great American Cities*, what struck me most forcefully was the rhetoric. On the one hand, there were the self-proclaimed “experts”, on the other, ordinary people with their lived experience, sceptical about whether the “experts” had their best interests at heart (or if they did, whether they shared the same conception of their interests). A great irony of the Jacobs case is that though she was right about Moses and his plans, the net result of her activism has not been, in the end, to preserve those neighbourhoods for the kinds of people who lived there then, but rather to give them an afterlife to be enjoyed by the people who can now afford to live in them.

There’s nothing like a few unexpected days at home to allow you to discover new things, and the great find of the past few days — thanks to a tweet from Fernando Sdrigotti @f_sd — has been to watch (via Youtube, start [here](https://www.youtube.com/watch?v=vpijOSSlZCI) five programmes in all) some BBC documentaries about Albert Kahn and his Archives of the Planet, now preserved at the [Musée Albert Kahn](http://albert-kahn.hauts-de-seine.fr/) outside Paris. Born in Alsace, Kahn was displaced by the Prussian seizure of the territory in 1871 and became immensely rich though banking and investing in diamonds. But he was also an idealist, convinced that if the various tribes of humanity only knew one another better they would empathize more and would be less likely to go to war. In pursuit of this hope, and taking advantage of the Lumière Brothers’ [Autochrome](https://en.wikipedia.org/wiki/Autochrome_Lumi%C3%A8re) colour process, he sent teams of photographers to all parts of the globe and, before the First World War, caught many forms of life on the edge of being swept away by globalisation, war and revolution. (There’s quite a good selection [here](http://www.afar.com/magazine/a-trip-through-time) but google away.) Pictures taken around the Balkans, for example, depict the immense variety of different cultures living side-by-side at the time and then later we see the sad stream of refugees from the second Balkan War as they head from Salonika towards Turkey. Kahn’s operative document rural life in Galway, harsh penal regimes in Mongolia, elite life in Japan and a tranquil Rio de Janeiro with little traffic and few people.
Kahn’s hope for a peaceful world was lost in 1914, but we owe to his project many images of wartime France, particularly the life of ordinary people behind the lines. Postwar, Kahn was a great supporter of the League of Nations and, again, his operatives were on hand to document many of the upheavals of the inter-war years, such as the burning of Smyrna in 1922 (as Izmir, the city is once again crowded with refugees today) and the abortive attempt to found the Rhenish Republic in 1923. Many of the photographs are included in a book by David Okuefuna, *The Wonderful World of Albert Kahn: Colour Photographs from a Lost Age* (BBC Books, 2008). Sadly, Kahn was ruined by the Great Depression and died in Paris shorly after the Germans invaded in 1940. He seems little-known today, but there’s a lot of material out there that’s worth your time.

In an op-ed in the Financial Times, the economist Branko Milanovic [advocates that](https://next.ft.com/content/2e3c93fa-06d2-11e6-9b51-0fb5e65703ce) in order to fight global poverty, we should introduce explicit systems of differentiated citizenship in wealthy countries under which immigrants (and their children? and their children’s children?) would be entitled only to a reduced package of rights. He argues that we should
> redefine citizenship in such a way that migrants are not allowed to lay claim to the entire premium falling to citizens straight away, if at all. Restricting the citizenship rights of migrants in this way would assuage the concerns of the native population, while still ensuring the migrants are better off than they would be had they stayed in their own countries. As happens currently in the Gulf states, migrants could be allowed to work for a limited number of years, or to work only for a given employer, or else be obliged to return to their country of origin every four or five years. They could also be made to pay higher taxes since they are the largest net beneficiaries of migration. Despite such discriminatory treatment, the welfare of migrants and their families would increase, while native populations would not be made to share their entire premium with incomers.
*Gastarbeiter* with second- or third-class status, perhaps forever. Now, I’ll say one thing for this proposal, which is that it would formalize something that currently exists, since in all wealthy countries there exists a layer of poor people (including many migrants) who enjoy only semi-citizen status (as [Elizabeth Cohen has documented](http://www.cambridge.org/gb/academic/subjects/politics-international-relations/political-theory/semi-citizenship-democratic-politics) ). And this layer, though many individuals pass through it and come out the other side, looks like a permanent feature of our societies. Up to now, however, few people have thought of this, and the consequent denial of rights to individuals and their vulnerability to domination and exploitation, as a good thing. Milanovic wants us explicitly to abandon the liberal and democratic principles of legitimacy that those who are subject to the laws of a society should (in time in the case of migrants) get to have the right to make those laws. In doing so, he goes far beyond similar proposals (for example [from Martin Ruhs](http://www.priceofrights.com/) that have been explicitly temporary in nature and have largely focused on labour-market rights. Milanovic’s lack of commitment to the norms of liberal democracy also comes across in the fact that he holds up illegitimate and tyrannical states, such as the Gulf kleptocracies, as models for his proposed policy. Part of what’s going on here is the economist’s perspective on policy, which just focuses on net improvements in well-being or utility, with income serving as a proxy, and which doesn’t, therefore, see human beings as possessed of basic rights which it is impermissible to violate. Rather, all and any rights can be sacrificed on the altar of income improvement, just in case someone is poor and desperate enough to make a deal (who are we, paternalistically, to stop them?). The road to hell is paved with Pareto improvements.

Open borders advocates often advance an argument in terms of a duty to help the global poor. Poor people who succeed in making the journey to more advanced economies are usually more productive; those who are locked out of such economies by hard border controls are kept in dire poverty, often within sight of great riches. And those who are admitted are often an important source of income to family left behind. Those who defend border controls and the right of states to exclude often make the following move: they concede a duty to help the poor, but say that such a duty can be discharged in ways other than admitting poor would-be migrants to wealthy countries. In particular, they argue that such a duty could be discharged by supporting the economic development of poor countries via development aid (Christopher Heath Wellman is an example).
But the problem with such an argument is that it has two parts. The first (conditional) part, says that it is false that we must open our borders to discharge our duty of assistance IF we can discharge that duty some other way. The second empirical part is the claim there is another way, because development aid is an effective way of helping the global poor that is comparable in its beneficial effects to (much more) open borders. In other words, the claim by philosophers and political theorists that the duty could be discharged by development aid needs to be backed up by sound economic evidence that development aid really is an effective means of helping the global poor. Economists such as William Easterly are skeptical that we know enough about economic development to make effective use of development aid. They may be wrong, but philosophers and political theorists shouldn’t make the easy argumentative move to development aid as an alternative to (more) open borders without being sure that the economics supports them.

ASAP – Academics Stand Against Poverty – is an organization devoted to “promoting collaboration amongst poverty-focused academics, by helping them reach out to broader audiences on issues of poverty, and by helping them turn their expertise into impact through specific intervention projects.” It’s only a couple of years old, although its origins are a few years older. The Board of Directors, chaired by Thomas Pogge, includes professors and graduate students, and their Advisory Board includes philosophers, economists, political scientists, and others from around the world.
They have a number of on-going projects that are worth looking at, but they are just launching a new one concerning an issue that I, for one, don’t know much about – illicit financial flows. They estimate that some $1 trillion per year is transferred out of developing countries through corruption, smuggling, money laundering, and corporate tax evasion, and this directly hampers efforts at development and poverty relief. More information about this estimate and this issue is available at Global Financial Integrity. This focus on the relationship between global institutional structures and poverty is, of course, one of Pogge’s main areas of research and advocacy, as is the emphasis on issues that can create an overlapping consensus of different perspectives.
The United Nations Millennium Development Goals are a set of 8 priorities set to expire in 2015. ASAP is pushing to have illicit financial flows become an important piece of the next set of priorities. So they are looking to raise $15,000 to produce a policy paper articulating politically feasible goals concerning these illicit financial flows and to promote their inclusion in the UN’s next development framework. The 1970s have been in my mind over the past few days, not only for the obvious reason, but also because I visited the Glam exhibition at Tate Liverpool last weekend. Not only were the seventies the final decade of an electrical-chemical epoch that stretched back to the late nineteenth-century, they were also the time when the sexual and political experimentation of the 1960s and a sense of being part of a cosmopolitan world order became something for the masses, for the working class, and when the old social order started to dissolve. In the experience of many people, the sixties happened in the seventies, as it were.
But my main thoughts, concerning Britain at any rate, have been about social division, and about some oddly paradoxical features of British life before Thatcher. There’s a very real sense in which postwar British society was very sharply divided. On the one hand, it was possible to be born in an NHS hospital, to grow up on a council estate, to attend a state school, to work in a nationalised industry and, eventually (people hoped), to retire on a decent state pension, living entirely within a socialised system co-managed by the state and a powerful Labour movement. On the other, there were people who shared the experience of the NHS but with whom the commonality stopped there: they were privately educated, lived in an owner-occupied house and worked in the private sector. These were two alternate moral universes governed by their own sets of assumptions and inhabited by people with quite different outlooks. Both were powerful disciplinary orders. The working class society had one set of assumptions – welfarist, communitarian, but strongly gendered and somewhat intolerant of sexual “deviance”; middle-class society had another, expressed at public (that is, private) schools through institutions like compulsory Anglican chapel. Inside the private-sector world, at least, there was a powerful sense of resentment towards Labour, expressed in slogans about “managers right to manage” and so on that later found expression in some of the sadism of the Thatcher era towards the working-class communities that were being destroyed. Present too, at least in the more paranoid ramblings of those who contemplated coups against Labour, was the idea that that the parallel socialised order represented a kind of incipient Soviet alternative-in-waiting that might one day swallow them up.

Writing about the ways of making peace, Brad DeLong describes “the [1944-45] debate between [Secretary of the Treasury Henry] Morgenthau and [General George] Marshall that was carried on–largely below the surface, largely without explicit confrontation” over the fate of postwar Germany and notes “The State and Defense positions win entirely and utterly and completely over the Treasury-based Morgenthau Plan. We get the Marshall Plan instead. I am still not sure why.” Morgenthau, you will remember, wanted – in Winston Churchill’s word – the “pastoralization” of Germany.
I think there are two reasons for Morgenthau’s failure. First, though, I disagree with Brad: there was not a conflict between Morgenthau and Marshall, above or below the surface. The conflict was between Morgenthau and everybody else. As John Morton Blum writes, by the end of January 1945, Morgenthau “had yielded in his views toward Germany neither to his fellow New Dealers, nor to his colleagues in the Cabinet, nor to the arguments of his subordinates. So also, he had conceded nothing to the objections of Churchill, Eden, and Sir John Anderson. Nor was he moved by Russian plans.” That’s a lot of different people not to yield to; almost nobody wanted the Morgenthau plan except Morgenthau. Not even the man whom Brad – I think not 100% seriously – calls a “Marxist,” Harry Dexter White; White wanted internationalization of the Ruhr and its industrial production used to pay reparations. In the New York Times today you can read about the newly available transcripts from the Bretton Woods conference of 1944, as edited by Kurt Schuler and Andrew Rosenberg. I have a few things to say about them in the NYT – and why not a few more here?
Historians of Bretton Woods might well have said, eh, a transcript – no big deal; what happened at the conference was largely theater, and the real business was done before and afterward. There is some truth in this – and the transcript amusingly shows that – but it also shows some of the ways in which it is not true. [click to continue…]
