Science Fiction: The Limit Case

Thanks, Cosma, for posting the Haldane and Russell pieces. Let me now offer an elegant proof of Henry’s thesis – “The ancestry of modern SF lies as much in the 19th century ‘condition of England’ novel as it does in more obvious ancestors like Frankenstein” – with reference to the G.K. Chesterton novel, The Napoleon of Notting Hill, which Haldane mocks for its bad prophecy. (Haldane himself confidently predicts that, in the future, people will sensibly acknowledge the tonic, healthful effects of tobacco. Glass houses, stones.) Anyway, the neat thing about Napoleon is that it is imagines, from the point of view of 1904, what the world will look like, 80 years hence. Will 1984 be some sort of utopia, or some sort of dystopia, one asks?

Then the wise men grew like wild things, and swayed hither and thither, crying, “What can it be? What can it be? What will London be like a century hence? Is there anything we have not thought of? Houses upside down—more hygienic, perhaps? Men walking on hands—make feet flexible, don’t you know? Moon … motor-cars … no heads….” And so they swayed and wondered until they died and were buried nicely.

Then the people went and did what they liked. Let me no longer conceal the painful truth. The people had cheated the prophets of the twentieth century. When the curtain goes up on this story, eighty years after the present date, London is almost exactly like what it is now.

We arrive at the limit case of sf. We tend to assume science fiction is about portraying technological change – or potential technological differences from how things are now. But, logically, one of the possibilities is that things could be pretty much the same. Of course, this is rather silly because it turns every work of fiction into science fiction (because every work of fiction either imagines things to be different from how they are, scientifically, or more or less the same.) Which induces us to pluck the string of motive. What makes something sf is either its foregrounding of technological difference/change or its impulse to indulge the sociological imagination, more generally. Getting back to Chesterton, his world of 1984 is more changed than “almost exactly like what it is now” would suggest:

Very few words are needed to explain why London, a hundred years hence, will be very like it is now, or rather, since I must slip into a prophetic past, why London, when my story opens, was very like it was in those enviable days when I was still alive.

The reason can be stated in one sentence. The people had absolutely lost faith in revolutions. All revolutions are doctrinal—such as the French one, or the one that introduced Christianity. For it stands to common sense that you cannot upset all existing things, customs, and compromises, unless you believe in something outside them, something positive and divine. Now, England, during this century, lost all belief in this. It believed in a thing called Evolution. And it said, “All theoretic changes have ended in blood and ennui. If we change, we must change slowly and safely, as the animals do. Nature’s revolutions are the only successful ones. There has been no conservative reaction in favour of tails.”

And some things did change. Things that were not much thought of dropped out of sight. Things that had not often happened did not happen at all. Thus, for instance, the actual physical force ruling the country, the soldiers and police, grew smaller and smaller, and at last vanished almost to a point. The people combined could have swept the few policemen away in ten minutes: they did not, because they did not believe it would do them the least good. They had lost faith in revolutions.

Democracy was dead; for no one minded the governing class governing. England was now practically a despotism, but not an hereditary one. Some one in the official class was made King. No one cared how: no one cared who. He was merely an universal secretary.

In this manner it happened that everything in London was very quiet. That vague and somewhat depressed reliance upon things happening as they have always happened, which is with all Londoners a mood, had become an assumed condition. There was really no reason for any man doing anything but the thing he had done the day before.

Then: everything erupts in glorious medievalism!

Now, let’s run through it again. Logically, it should be allowable for any imaginative treatment of the future of science, or the possibilities of science (up to and including fairly flagrant impossibilities) to count as sf. But that means, potentially: things stay the same. But that’s a silly sort of sf. So we expand our definition to include works of sociological imagination, as it were. But now it’s a bit tail-wags-the-dog. The fact that Chesterton’s novel, framed as it is, is plainly sf, goes to show that sf is a subset of a broader set of works of sociologically imaginative fiction. In much sf, the machinery functions not as a fictional end but a means of getting the sociological ball rolling. Instead of deus ex machina, to end the thing, you have populus ex machina, to get it started. On the other hand, there are problems with doing it this way. But that’s why we have comment boxes.

I like reading that anyway, even when I can see how it would be generated algorithmically (or even by a finite-state machine). … But sometimes, SF can break beyond that, to approach the question What should we make of our ourselves? with the imagination, and vertigo, it deserves.

Discuss – but try not to get bogged down in the finer nuances of the etymology of ‘reticent’ please …

The State of Statelessness

I’ve written a “long review essay”:http://www.the-american-interest.com/article-bd.cfm?piece=916 looking at Benedict Anderson’s _Under Three Flags_ and James Scott’s _The Art of Not Being Governed_ which has just gone up at _The American Interest._ In an ideal world, I’d have preferred to have written a bit more on Scott (whose book is a classic, and beautifully written to boot), and a bit less on Anderson (whose book has much of interest, but is not a new Imagined Communities), but the Anderson book fit better with the purpose of the review, which was to think about the prospects for anarchism in the modern world. I’m grateful to Scott McLemee for reading an early draft, and rescuing me from error on a few key points (Scott is absolved from any further responsibility though, and likely does not agree with everything I have to say).

bq. On August 8, 1897, Michele Angiolillo, an Italian anarchist, shot Antonio Cánovas del Castillo, the Prime Minister of Spain. Cánovas had dominated Spanish politics for decades, even during periods when he was nominally out of office, helping shore up Spain’s tottering monarchy and its possession of Cuba and the Philippines through torture and wide-scale military repression. Spanish imperialism in the Americas died with him: Cuba and the Philippines soon drifted out of Spain’s sphere of control and into that of the United States. Mean and Regressive

I just finished reading Justin Fox’s “The Myth of the Rational Market”:http://www.amazon.com/gp/product/0060599030?ie=UTF8&tag=henryfarrell-20&linkCode=as2&camp=1789&creative=390957&creativeASIN=0060599030 (yes: two years late – I know), and came across this story about Daniel Kahneman which I didn’t know, and which illustrates one of those points that is _ex post_ obvious, but _ex ante_ rather brilliant.

bq. The only point Daniel Kahneman was trying to get across was that praise works better than punishment. The Israeli Air Force flight instructors to whom the Hebrew University psychologist delivered his speech that day in Jerusalem in the mid-1960’s were dubious. One veteran instructor retorted:

On many occasions I have praised flight cadets for clean execution of some aerobatic maneuver, and in general when they try it again they do worse. On the other hand, I have often screamed at cadets for bad execution, and in general they do better. So please don’t tell us that reinforcement works and punishment does not, because the opposite is the case.

bq. As a man trained in statistics, Kahneman saw that _of course_ a student who had just brilliantly executed a maneuver (and was thus praised for it) was less likely to perform better the next time around than a student who had just screwed up. Abnormally good or bad performance is just that – abnormal, which means it is unlikely to be immediately repeated. But Kahneman could also see how the instructor had come to his conclusion that punishment worked. “Because we tend to reward others when they do well and punish them when they do badly, and because there is regression to the mean,” he later lamented, “it is part of the human condition that we are statistically punished for rewarding others and rewarded for punishing them.”

Scott versus Hayek

I’d have _much preferred_ to have seen him stirring it up a little bit, by arguing against markets along the lines that he does in a recent interview elsewhere on the internets.1

bq. It seems to me that large-scale exchange and trade in any commodities at all require a certain level of standardization. Cronon’s book _Nature’s metropolis,_ which is a kind of ecological history of Chicago, has a chapter on the futures market for grain. There exists a tremendous natural variety in the kind of corn, soya and wheat that were grown, but they all have to be sorted into two or three grades in the great granaries, and to be shipped abroad in huge cargo ships–the impetus to standardize in the granaries found its way back to the landscape and diversity of the surroundings of Chicago, reducing the entire region to monocropping.

bq. It’s the same principle at work as I describe in _Seeing like a State_ with regards to the _Normalbaum_ in German scientific forestry. Agricultural commodities become standardized as they move and bulk in international trade. If you build a McDonalds or Kentucky Fried Chicken franchise, they tell you architecturally exactly how to construct it, you have to buy the equipment that is standardized, it all has to be placed in the same relationship to the other things in the floor plan, so it’s all worked out in detail, and it is worked out in such detail to produce a standardized burger or standardized fried chicken. And because it is standardized, the person who comes from the corporate headquarters can come with a kind of checklist in which every place is more or less the same, and they can check on cleanliness, quality, productivity and conformity to the corporate standard. This is the kind of control over distance that is required for industrial purposes. In the end, what is the assembly line? It is an effort to standardize the unit of labor power. The processes are not so different for grain production, burgers, or cars—as are the effects on diversity. Contract farming is then an instance to adapt agriculture to post-Fordist conditions with a higher emphasis on demand.

Jerry Cohen memorial events

There are two upcoming events in memory of G.A. (Jerry) Cohen, who died last year. The Philosophy Department at University College London, where Jerry taught from 1964 to the mid-1980s, is holding a reception at 5pm on Thursday 17 June at 19 Gordon Square (“details”:http://www.ucl.ac.uk/philosophy/ ) and two days later, on Saturday 19th June, there will be a memorial service at at All Souls College Oxford, where Jerry spent the remainder of his career ( 2.15pm in the Codrington Library). Myles Burnyeat, John Roemer, T. M. Scanlon, and Philippe Van Parijs will be
speaking at the All Souls memorial.

Partisan/Bipartisan

Suppose you have a two-party system.

One of these parties enjoys/enforces total party discipline, the other, not: members of the latter party side with their own, or cross the aisle, on individual issues/votes, as conscience or self-interest dictate. Let’s call the completely disciplined party the Partisan Party. The completely undisciplined, the Bipartisan Party (to reflect its principled commitment to always keeping the door open to the higher value of bipartisanship!)

Over time, both parties will push positive proposals/ legislation. Quite obviously, the Bipartisan Party will be at a tactical disadvantage, due to its lax discipline. Less obviously, it will have an ongoing optics problem. All the proposals of the Partisan Party will be bipartisan. That is, a few members of the other party will, predictably, peel off and cross the aisle to stands with the Partisans. None of the proposals of the Bipartisan Party, on the other hand, will ever be bipartisan. No Partisan will ever support a Bipartisan measure. In fact, all proposals of the Bipartisan party will face bipartisan opposition – as a few Bipartisans trudge across the aisle (there are always a few!) to stand with the Partisans. Result: the Partisan party, thanks to its unremitting opposition to bipartisanship, will be able to present itself as the party of bipartisanship, and be able to critique the Bipartisan Party, with considerable force and conviction, as the hypocritically hyperpartisan party of pure partisanship.

Conclusion: two measures of partisanship/bipartisanship that you might think make good heuristic sense – 1) being able to get bipartisan support for your proposals; 2) being opposed to those who can’t get any bipartisan support for their proposals – in fact aren’t good heuristics.

(Obviously it’s misleading to hint that the Democrats have no party discipline whatsoever, but the point still stands if modulated to match actually existing actuality.)

Long ago, before there was the internet, I was so much more persistently and baldly ignorant about various and sundry things that interested me. Example: I just got a guitar – well, in October – and resolved that I would finally learn to play after all these years. Needless to say, I can find lots of videos and online resources. It’s highly satisfactory. When I tried to learn guitar in college, only to give up quickly, I had none of that. (I had a teacher but, looking back, he was a bad teacher. Probably it was my fault, too.) I’m a lefty, which means I now occasionally Google up things to to with left-handed guitar. Which means that I randomly found a video of former Cars guitarist Elliot Easton musing about growing up a left-handed guitarist. Not a thrilling interview, but he remarks, off-handedly, that he had been playing left-handed for some time before learning that left-handed guitars – not just restrung righties – actually existed. And then he muses generally about how little information you had. You were just staring at a few LP covers, wondering what the hell was going on. You were pretty sure to suffer some or other stupidly and persistently huge hole in your knowledge-base, due to the accident of not happening to know someone who told you the thing any fool would Google up in a minute today. I think about the things that interested me, growing up – like science fiction novels, for example. And comics. And I realize that almost everything I knew about these things that mattered a great deal to me (did you notice?) I learned by talking to about six people, four of whom were kids like me, and going to four different stores in my hometown. (And sex. Did I mention that, as a young teen, I was quite intrigued by the topic of sex, but – sadly – lacked reliable sources of information and reportage on the subject.) I suspect you could provide your own examples, if you grew up pre-internet. And I feel it’s pretty important, somehow, that those of you who grew up post-internet probably can’t provide your own examples. Or rather fewer.

Of course, this is a flagrantly obvious thought: the internet = important! I don’t really know what to say about how it has made a difference, specifically, that things like serious young left-handed guitarists who don’t even know there are such things as left-handed guitars are now more infrequent occurrences. These sorts of minor epistemic follies tended to elude systematic documentation. Information now gets spread more easily and therefore efficiently. That’s for sure! But I feel there’s more to be said about the ways in which the shape of an individual’s whole view of the world used to be a lot less …(what’s the word?) … internetish? Maybe I should Google up something about Marx + “the idiocy of rural life”. I know that’s Marx’s phrase but I’ve never read what he had to say on the subject. (Well there you go!) Possibly there is some analogy to be drawn.

Dante’s Inferno

You’ve probably heard about this. Surely we can get a thread’s worth of comments, eh? I’m awaiting the inevitable backwash of an actual edition of Dante’s poem with imagery from the game on the cover. But someone came up with that joke already. What next? Obviously video game adaptation is most natural when you have ‘levels’ or ‘generations’, and episodic picaresqueness is a plus. Vanity Fair? (You play Becky Sharp, climbing the social ladder, winning over various representative males in the Boss Fights.) Buddenbrooks?

OK, then, what about this: it’s obvious that the way to do this right would have been as an installment in the Mario series: Mario’s Comedy. With Peach as Beatrice, Bowser as Satan, Luigi as Virgil, providing ‘super guide’ assistance’. Or maybe Virgil should be a Toad. I’m flexible. And the rest of the cast. Mushrooms and King Boo and Koopas and Yoshis and big biting metal balls on chains, disporting in appropriate spiritual attitudes. Lava and ice and howling wind. Various souls trapped in blocks you free by jumping on them, then carrying them to the end of the level, maybe.

Italian guy loves princess, Italian guy loses princess, Italian guy has to struggle through level after level, eventually fighting the Big Boss, to get Princess back again. Writes itself. Nine Levels. Plus climbing the Mountain of Purgatory. Then Paradiso could be the video you watch after you’re done. Boring stuff, but running on kinda long. Like the original. (YouTube mashup artists, take it away!)

Since this isn’t the way we’ve gone, apparently, I think our second best option would be to adapt, say, Super Mario Brothers, as a terza rima epic. So that’s your assigned task in comments. Something about ‘midway along the path’, ‘running always to the right’, ‘jumping on people’s heads’. That sort of thing. If you choose to accept your mission.

Ken Worpole on Colin Ward

Further to last week’s brief mention of Colin Ward’s death, “Ken Worpole now has an obituary in the Guardian”:http://www.guardian.co.uk/society/2010/feb/22/colin-ward-obituary . A brief excerpt:

bq. Colin saw all distant goals as a form of tyranny and believed that anarchist principles could be ­discerned in everyday human relations and impulses. Within this perspective, politics was about strengthening ­co-operative ­relations and supporting human ingenuity in its myriad vernacular and everyday forms. One of Colin’s favourite metaphors – adopted from a novel by Ignazio Silone – was the image of the seed beneath the snow, which suggested to him that anarchist principles were ever alive and prescient. He thought it was the work of politics to nurture such beliefs and to support them through small-scale initiatives, avoiding the temptation to replicate or scale them up to a level beyond which professional bureaucracies take over.

I’d also note Daniel Trilling’s brief note at the New Statesman blog (which contains a link to an online pdf reader of Ward’s writings), Boyd Tonkin’s appreciation in the Independent, and Ross Bradshaw at the Five Leaves Publications blog.

Reading around Ward’s work in the few days since his death I kept coming across one of his favourite quotes, from the German anarchist Gustav Landauer:

bq. The State is not something which can be destroyed by a revolution, but is a condition, a certain relationship between human beings, a mode of human behaviour; we destroy it by contracting other relationships, by behaving differently.

Material there, I think, for further meditation on Jerry Cohen’s critique of Rawls, the “socialism of the the camping trip”:http://press.princeton.edu/titles/9009.html , the importance of “ethos” and the inadequacy of a conception of human emancipation based around law and citizenship. (The “the seed beneath the snow” metaphor even finds echoes in the cover design for Cohen’s _Why not Socialism?_ ) But speculation about these convergences should form the matter of another post.

Manalive!

I never really got the whole G.K. Chesterton thing. I understand lots of folks really like Chesterton but, having never read anything but a few Father Brown mysteries, I formed a theory about that: some people really like formulaic mystery series, and some people really like this C.S. Lewis-ish naive-is-sophisticated-in-a-peculiarly-English-way attitudinizing. I feel I can take or leave the both of them. So, to repeat, I never got the Chesterton thing. But I figured maybe I should sample the non-Father Brownish material, just to be sure. (People do seem to love their Chesterton, not just the Father Brown fanboys.) I’m halfway through Manalive. And it’s pretty great! Obviously, being a tediously predictable person in my own way, I want someone to do it up proper as a graphic novel, with Innocent Smith as Manalive, in a tight green costume! With strength of leaps proportional to those of a grasshopper! And a revolver! Dealing out Life! More Life-Affirming Tales of Manalive, the Living Man!

Discuss. What’s your favorite Chesterton? Is Father Brown as fundamentally tedious as I take him to be? Is Innocent Smith just as tedious, only I like him because I’m susceptible to any whiff or soupcon of man-and-superman themery? The public is banging on its breakfast table, demanding answers to these and other questions, quite possibly.

The Wizard of Oz

Lots of folks seemed to think that Japanese paper theater manga book sounded pretty interesting, and many had good suggestions for related material; so here’s something vaguely similar – proto-pop culture-bleg-wise. The new The Wizard of Oz blu-ray set is on sale cheap [amazon]. Apparently they’ve toiled to improve the visual quality and the thing includes extras I want: namely, the early silent films. These are public domain, so you can watch them courtesy of the Internet Archive: The Wonderful Wizard of Oz (1910); The Patchwork Girl of Oz (1914); The Magic Cloak of Oz (1914); and His Majesty, The Scarecrow of Oz (1914). May I recommend, in particular, the fight scene between Hank the Mule and the Witches! (For anyone looking to extract baffling visual material to incorporate into your clever hipster music video project – here you go!) But the Internet Archive quality is poor, bless their charitable hearts. I’m hoping they’ve done a bit better with these new discs.

Fun facts! The Scarecrow of Oz – the 1915 book – is based on the film, not the other way around. Although I have to say: the relation is kinda loose.

The 1939 film we know and love was not, in fact, the first version to present Kansas in b&w, Oz in color. That honor goes to a 1933 cartoon included with the new set, which was originally released all b&w due to a lawsuit about the color process. You can watch it on YouTube but, again, quality not great. (Music by Carl Stallings!)

Also, The Wiz (1978) was not the first crazy blacksploitation installment of the franchise. That honor goes to the far crazier, Larry Semon-directed/starring, young Stan Laurel-containing 1925 version (again, YouTube provides, at least a bit). It has Spencer Bell as “Snowball”, the black farmhand who is send skipping to Oz on lightning bolts. (He is billed as G. Howe Black.) So far as I can tell, this version is not included in the new set, but one Amazon reviewer seems to think it is. I guess I’ll find out for myself. [click to continue…]
