Dan Drezner and Steve Clemons argue it out over whether or not the US should boycott the Beijing Olympics (Steve says no, Dan says that it would be no harm if the West uses the threat of non-attendance to squeeze some concessions from the Chinese). For me, the interesting question is why the Olympics are so politically important, and how their importance seems to be changing. International relations scholars don’t have much to say about the politics of the modern Olympics (there’s a book by Christopher Hill, but that’s about it), but it’s surely an important international institution; as we can see from recent events, states pay a lot of attention to it. This was true of the original Olympic festival in Greece too; Martin Wight identifies the festival as one of the key institutions binding together the Greek city-state system (although the original Olympics had a military truce attached to it, so it was obviously more important in the ways that IR scholars usually measure importance).
The current debacle though seems to mark an important change in the politics of the Olympics. As best I understand it (I am open to corrections if wrong), in the past, Olympics politics have involved inter-state rivalry, and have been driven by decisions on the part of traditional political elites. The US boycott of the Soviet games in protest against the invasion of Afghanistan in 1980 resulted from a decision by Jimmy Carter, and the tit-for-tat boycott by the Soviets and their allies of the LA games in 1984 resulted from a top level decision too. The dynamic driving the Beijing Olympics seems to me to be rather different; what we are seeing is that the politics of boycott is being driven by mass-publics, and most recently by protestors, rather than by political leaders. In the absence of the public unrest that has culminated in the recent protests in Paris, I doubt very much that Western political leaders would be muttering about not showing at the opening ceremonies – the geopolitical stakes of market access etc are likely more important to them than the fate of Tibetans. But given the widespread public reaction in the West, even leaders like Gordon Brown, who obviously want very much to attend, are having to insulate themselves from public pressures by taking other actions liable to annoy China (such as meeting with the Dalai Lama). In short, I think we are seeing how public opinion and organized cross-national opposition can create significant constraints on the ability of leaders to respond to what they see as the geostrategic necessity of keeping China happy. This is, as best as I am aware, a new phase in the development of the Olympics.

In my last post on Iraq, I concluded with a somewhat snarky reference to pro-war bloggers who reasoned that, since Sadr offered a ceasefire, he must have lost the fight in Basra, and therefore the government must have won. As it turned out, the ceasefire was the product of some days of negotation, brokered by the Iranians, which made the original point moot.
Still, given that the same claim was made by John McCain, who said”Very rarely do I see the winning side declare a ceasefire., I think it’s worth making a more serious point about the fundamental error in pro-war thinking that’s reflected in claims like this.
As usual with McCain’s statements in his alleged area of expertise, the claim is factually dubious (see below). More importantly, the implicit analysis here, and in nearly all pro-war thinking is that of a zero-sum game, in which one side’s gains equal the other side’s losses. The reality is that war is a negative sum game. Invariably, both sides lose relative to an immediate agreement on the final peace terms. In the vast majority of cases, both sides are worse off than if the war had never been fought. With nearly equal certainty, anyone who passes up an opportunity for an early ceasefire will regret it in the end.

My namesake, Canadian terrorism expert Tom Quiggin, takes a look at the Guantanamo Bay trials, and notes their adherence to the principles laid down by Stalin’s chief prosecutor, Andrey Vyshinsky.
Quiggin notes that
According to Col. Morris Davis, who is a former chief prosecutor of the military commissions, it appears that the plan was made ahead of time to have no acquittals, no matter what the evidence was to reveal. General counsel William Haynes is quoted as saying (according to Col. Davis) “We can’t have acquittals. If we’ve been holding these guys for so long, how can we explain letting them get off? … We’ve got to have convictions.”
As Australian readers will recall, Davis resigned his position in disgust after the only trial to reach court, that of David Hicks, was shut down when the Australian government intervened to secure a plea bargain, with Hicks pleading guilty in return for a sentence that saw him returned to Australia then kept in prison just long enough to ensure his silence for the election.
Hicks’ guilty plea led to his being described by the Howard government’s fan club as a “self-confessed terrorist”. Of course, the same description applies to many of those convicted in Stalin’s show trials, where charges of sabotage and terrorism were a routine part of the rap sheet (as with all show trials, some may even have been guilty, but their confessions prove nothing).

Various European governments (and sundry commentators) are exercised by the Kosovan declaration of independence, on the grounds that this creates a dangerous precedent and will undermine the integrity of sovereign states. If Kosovo gets independence, they worry, then the Scots, the Welsh, the Basques and the Catalans won’t be far behind. Well that would indeed be a worry if the right principle is one that national groups may simply elect to separate on the basis of some supposed right of nations to self-determination. But as I’ve blogged before, there are other candidate principles that we could invoke. If we follow Allen Buchanan, and see secession as a remedial right for groups that have suffered serious injustice and sought and failed to obtain a remedy, then things will look different. The Catalans, Welsh and Basques may have been in this position in the past, but it is hard to see that they are now, given the combination of regional autonomy and language rights that they enjoy. The Kosovo Albanians, on the other hand have both suffered injustice and have no good reason to believe that a just settlement is possible within Serbia. Buchanan’s principle seems to discriminate in a plausible way.

I haven’t looked yet, but I’ve no doubt that there’ll be lots of posts in the blogosphere saying “good riddance” to Fidel Castro (especially from “left” US bloggers like Brad DeLong who never miss the chance to distance themselves). And, of course, Castro ran a dictatorship that has, since 1959, committed its fair share of crimes, repressions, denials of democratic rights etc. Still, I’m reminded of A.J.P. Taylor writing somewhere or other (reference please, dear readers?) that what the capitalists and their lackeys really really hated about Soviet Russia was not its tyrannical nature but the fact that there was a whole chunk of the earth’s surface where they were no longer able to operate. Ditto Cuba, for a much smaller chunk. So let’s hear it for universal literacy and decent standards of health care. Let’s hear it for the Cubans who help defeat the South Africans and their allies in Angola and thereby prepared the end of apartheid. Let’s hear it for the middle-aged Cuban construction workers who held off the US forces for a while on Grenada. Let’s hear it for Elian Gonzalez. Let’s hear it for 49 years of defiance in the face of the US blockade. Hasta la victoria siempre!

Happy no-longer-new year, everyone. Well, the final weeks of 2007 were pretty much like the whole of 2007 in my house: just before finals week, the sewage line in the basement backed up for the third time in four months, and as they say, the third time was the charm. This one left a good two inches of water in select basement areas, where “select basement areas” means “the corners in which Michael keeps his hockey equipment and his drums.” It’s been great fun cleaning everything and ripping up carpet and throwing out stuff and refurnishing part of the basement, but through it all, I know that the house has said to me and me alone, in an intimate and personal kinda way, “GET. OUT.” Of course, that was before the sheet of ice slid off the roof and knocked out our satellite dish thing. The people from the satellite station promised to send out a satellite dish repair person ASAP, which means in a week or so, because we live in the deep uncharted interior of the continent.
So good riddance to 2007. I hope it never comes back around these parts.
But that’s not why I’m here!

Terrible news from Pakistan , which, no doubt is the prelude to more appalling violence and loss of life. Whatever else can be said about Benazir Bhutto, it showed tremendous courage to return to Pakistan and to contest the elections when her assassination was always likely. It seems wrong to try to say much more than that at present.

The NY Times says that Iraq is the third most corrupt country in the word after the failed states of Somalia and Myanmar (Burma). The article gives plenty of examples at all levels, but is striking in the way it represents US forces as dismayed, but largely helpless, onlookers.
It’s time, obviously, to dive into the memory hole, and point out that the looting that started the downward spiral was a matter of deliberate Coalition policy. As this report in the London Times stated in April 2003
The British view is that the sight of local youths dismantling the offices and barracks of a regime they used to fear shows they have confidence that Saddam Hussain’s henchmen will not be returning to these towns in southern Iraq.
One senior British officer said: “We believe this sends a powerful message that the old guard is truly finished.”
This report focuses on the British but the US and Australian governments were at least as culpable

The FT reports that the OSCE has withdrawn from monitoring elections in Russia.
Europe’s main election monitoring group said on Friday it was scrapping plans to deploy observers to Russia’s forthcoming parliamentary elections in a decision that could cast doubt on the integrity of the poll. The Organisation for Security and Co-operation in Europe claimed Moscow had imposed “unprecedented restrictions” on its activities. Russia had slashed the number of observers it would admit to the December 2 election and then repeatedly delayed issuing visas for OSCE monitors.
It may be that this is (as a quoted Russian deputy claims) the prelude to mass falsification of results, but my impression (as a non-Russia specialist) is that the government doesn’t need to do much falsifying of polls, if any, to win. They’ve already succeeded in stage-managing democracy so well that they won’t need to (admittedly, the more liberal parties in Russia haven’t done very much to help their own cause either). This is more likely a product of Russia’s general desire to revise the post-Cold War international order, and get rid of the bits (such as election monitoring) that it thinks limits its autonomy both at home, and in neighboring states (for background information, see this earlier post).
For me, there are two interesting questions going forward. First: are other countries (perhaps more importantly the EU than the US), going to take this quietly, or are they going to seek to embarrass the Russians in some way, claiming that there are problems with their democracy, and perhaps seeking to sideline Russia from complete participation in some of the clubs that it has joined since the demise of the USSR?
Second, how are autocrats in other states (e.g. those in Central Asia) going to respond? My best guess is that those countries that see benefits from closer integration with the West (e.g. Georgia, the Ukraine) will continue to invite external election monitors, while those that don’t will follow Russia’s lead. If this prediction bears out, we will see a little bit of Cold War politics beginning to seep back, with an increase in hostility between Russia and its satellites in Central Asia and elsewhere (anomalies such as Belarus and Moldova) on the one hand, and West and Central European democracies on the other, with both sides contending for influence over shaky democracies in between (such as Georgia and the Ukraine). All of which would intersect in complicated ways with energy politics in the region. This is only a best guess from a non-expert on the region (albeit someone who does know a fair amount about the OSCE) – agreements/disagreements welcome in comments.
