Gina’s post on Indiana’s DEI-related law came at a fortuitous time for me, because last week I participated in a panel about State Legislatures, Academic Freedom and Public Universities. The panelists were given about 6 minutes to present some prepared remarks’ and discussion ensued. As far as I could tell there was just one state legislator present, and one administrator; otherwise the audience was students, faculty, and members of the public.

What’s wrong with free public college?

My paper with Kailey Mullane on what’s wrong with free public college has been published in Educational Theory, open access so anybody who wants to can read it. Obsessive readers of CT (are there any?) will know that I’ve had a bit of a bee in my bonnet about the issue for quite a while, and the arguments we’ve had here helped me and Kailey refine our views and develop the paper. What we did in the end was look at and analyze a hybrid of the Warren and Sanders proposals from the 2020 primary, evaluating it against two relatively simple normative criteria – equity (which we explain) and whether it would raise the average level of educational outcomes across the population. (Later in the paper we consider other values that might also be relevant).

Free public college might sound great if you ignore the cost and compare it with what we have now. But given the way public higher education is actually funded currently, and given the persistent patterns of enrollment (and even on very optimistic assumptions about how those patterns would change if public college were free), for various structural reasons almost none of the new spending would be on students from the bottom 50% of the income distribution and most of it on students in the top 25% of the income distribution. Some people (here) have defended this by saying that under these plans the funds would all come from taxes on the super rich. Even if you believe that, mightn’t there better feasible alternative ways of spending those funds in education? We compare the proposal with i) spending those funds in k-12 (which, unlike higher education, is a universal program) and ii) spending the funds on expanding the Pell Grant program (a very popular and successful program for supporting lower income students). Either of those will be much more equitable (in any reasonable sense) ways of spending the money, and will probably (there’s a caveat to this that you can see in the paper) in raising the average level of educational outcomes.

I can’t speak for Kailey, but I was (naively) a bit shocked when reading the Warren and Sanders proposals how thin and lacking in detail they were, and how clear it was that they had not consulted anyone who knew anything about higher education funding as it currently works. For example, they seem not to understand within each state public colleges and universities are unequally funded, with much more government funding per student going to institutions attended by more affluent students, and much less to those attended by less affluent students; they also seemed not to understand that low income students usually pay very low rates of tuition at the institutions they attend: for those students the financial barrier to college is not, usually, tuition, but living expenses, which eliminating tuition does nothing about at all. Sanders’s requirement that states participating in the free public college not spend any more money on administrators, if it is serious as opposed to crowd-pleasing, reveals that he doesn’t know what administrators do (or what “administrators” means). As things stand the US government (all sources) spend about 30-40% more per student/year in higher education than in k-12, and both candidates (considering their overall education policy offer) were proposing to increase that differential considerably. When I pointed this out to my dad, who was a veteran observer of ill-considered political decisions, he said “That’s not really what they care about. It’s just that nobody in their campaigns has bothered to do the calculation that you have done”.

Are You Feeling Like It’s 1961?

Why am I thinking about 1961? Because that was one year before University of Michigan students published the Port Huron Statement, a pivotal document that laid out the intellectual foundations of New Left student activism. (Excellent UM exhibit on the statement here.)  I am wondering whether UM students today, and U.S. university students more generally, are on the cusp of a generation-shaping leftist activist mobilization that will fundamentally transform U.S. politics, as UM students and university students more broadly were in 1961.

7 minutes from the end of class.

I sometimes employ an undergraduate to observe my teaching, and criticize what I do. I’ve learned a lot from them over the years, but I really employ them, these days, to hold me accountable to the standards I set myself and to tell me what is happening in the room (this is especially valuable in large classes) more than with the expectation that I’ll learn something brand new.

Anyway, last week my new observer, Allyson, solved what has been a longstanding problem for me. In my large classes students get antsy in the last ten minutes, and start, slowly, and discreetly, to put their stuff away and get ready to go. Each individual student is not disruptive, but having most of them doing this over a 7 minute period is very distracting (for them and for me). Its especially bad in winter because they have lots of clothes to put on. [1]

And I am not blaming them for this. My campus is large, and there is a 15 minute gap between classes. Unless they are ready to go the second class ends many of them will be late for the next class.

Allyson pointed out the antsiness, and suggested the following: 7 minutes from the end of class tell them that they are not leaving till the end of the class, but that I am giving them one minute to get their stuff together.

So, I did it on Monday. It was magical, in something like the way that Think Pair Share is magical: one minute of total disruption, followed by 6 minutes of complete focus. Wednesday was the same. What I really noticed on Wednesday was the different noise at 3.45; I dismissed them and the class went from silence to all the noise happening at once, briefly, as they departed much more quickly than I’ve ever seen.

Obviously, what happens in that last 6 minutes is different from before. They can’t take notes, so the 6 minutes has to be stuff that they don’t feel the need to take notes on: last week it was Q&A (and the questions were great), but I can imagine setting up a 5 minute video, or a brief Pair Share about what they have learned in that day. I haven’t read about this before, and when I asked Allyson whether she’d seen this work in other classes, she said no, she just thought it up as a possible solution to a problem she’s seen in all her classes (and almost all of her classes have been large — she’s an Industrial Engineering major). I’m not the least surprised that she is imaginative, but still it was a stunning success. If you try it, or have seen it work already, I’m curious what your experience is/has been.

[1] This is hardly ever a problem in my smaller classes. Indeed in the class Allyson is actually taking from me this semester, which is the last class of the day, it is clear that I could keep them back for an hour and half of them would be happy. Its also not a problem even in the large class if I am in the Tues/Thurs 11-12.15 slot, because nobody who is in a class in that slot has another class till 1. But I try to teach smaller classes in that slot because I know that students in smaller classes are much more likely to hang around chatting for a long time after class, and that is the one slot in which I can guarantee that will be possible because nobody else will need the room till 1.

Sandy Baum and Michael McPherson recently published a book, Can College Level The Playing Field?: Higher Education in an Unequal Society, which I’d recommend to anyone who wants to understand the structural position of higher education in the US. Spoiler alert here: Their answer is “No”. Most of the book is taken up with explaining why, by showing the multiple ways in which background inequalities and inequalities in the pre-college education system constrain any efforts higher education might make to level the playing field, and showing how unequal the higher education system is anyway, including – and this seems not to be well understood by politicians or a lot of commentators – how unequal the public sector itself is.

Full disclosure: I’m close friends with both of the authors, and read at least 3 versions of the manuscript before it was published and, I just realized by looking at its Princeton University Press page, wrote a blurb for it. The producer of the CEE podcast series is putting the finishing touches on an interview that we’ve done with them, and as soon as it is published, I’ll post about it encouraging you to listen and, again, encouraging you to read the book.

This (extremely long) post, though, is only secondarily about the book. My main interest is in a genuinely awful review of it, and of another book by Gary Orfield (which, I will emphasize several times, I have not read yet), in Boston Review by Christopher Newfield. I’m writing about it partly because it so irritated me that I want to get my irritation out of my system, but also partly because it illustrates some of the failings that are common to many of the books and commentaries I read about higher education.

Structured Academic Controversy: A Variant

A grad student advisee of mine who had previously been a high school teacher introduced me to the Structured Academic Controversy when I observed her teaching a class for future secondary social studies teachers. I’d never seen it used before in class, and have to come to find a variant of it — but not the actual variant she used — a very useful strategy in quite specific conditions. Here’s roughly how she did it:

Students were given a controversial proposition. They were divided into groups of 4, and each of those groups was further divided into pairs.

Within each group one pair received materials favoring the proposition; the other pair receives materials opposing it. Students read material and discussed the most salient points of the argument to present.

Students presented their argument. Each pair had three minutes to present their ideas. After 3-minute presentations, each pair had a minute to rebut.

Then they swapped sides. So the favoring pair now had the opposing materials, and vice versa, and they went through the whole process again.

Then students reported back to the whole class.

The way the exercise is described above assumes that the students have not done any prior relevant reading or research. And its purpose when used in high school is really to get students to see all sides of the issue, and internalize the reasons that are given in the supporting and opposing material. It worked pretty well when my graduate student did it in my class, partly because we hadn’t, in fact, assigned material pertaining directly to the proposition that we were asking them to consider. But when I tried it s a couple more times it didn’t work so well.

No laptops, no phones.

In one of the end-of-term reflections I just read a first-year (freshman) student says “It struck me that there was a no technology rule, something my classmates and I were unfamiliar with… when you disconnect from your online presence, you can fully dive into the discussion”. I have a no-laptop, no phone policy in all my classes, and have yet to hear good reasons to give that up. Maybe you can give me some.

In the background: I believe her that most of the students who went to public schools would be unfamiliar with a no technology policy. The local schools rely on laptops entirely for access to textbooks, and until this year the school district has not permitted schools to have a no-phone policy. I think you can imagine that in high school preventing teachers from telling students to put their phones away and sanctioning them if they don’t comply is a total disaster, and is perceived as such by the teachers and, in fact, many of the students (“If other kids are on their phones the teacher can’t teach so there’s no point in paying attention, so I might as well be on my phone”). I vividly remember the first course in which phones were a problem for me: not until 2014, when 4 girls were just routinely on their phones in a small class in which I could see what they were doing, and I didn’t really know what to do. After that I adopted the policy I have now.

I teach philosophy, which is hard. And I trust that my students can read, so if I have a lot to tell them I write it down and get them to read it. That’s not to say that I don’t go over it sometimes in class. But the point of having class is to do learning that won’t (or possibly can’t) be done outside of class. That is, mainly, problem solving: thinking and talking together about the arguments and ideas that I want them to understand, and practicing the skills of analysis and reflection that philosophy is particularly good at developing, and which are essential to doing philosophy. So they don’t really need the laptops for note-taking.

Not that most students who use laptops use them for note-taking. I spend a fair amount of time observing other people’s classes, usually from the back. Few of the teachers are bad, and many are pretty good. In classes which allow laptops anything from 1/3 to 2/3 of the students have them in front of them, and at any given time almost all the screens I can see are email, shopping sites, gaming sites, and television/movies. I’ve sat in numerous classrooms in which fewer than half of the students are paying any attention to what is happening in class.

I don’t exactly blame them: once inattention is the norm, the instructor often defaults to lecture and its not uncommon for the lecture to be more or less word for word repetition of what is on very text-heavy slides.[1] But when they are not paying attention they are not learning, and it is exceedingly difficult to generate high quality engagement in a room in which half or more of the students are otherwise engaged.

Becoming a Better College Teacher

As I mentioned a while ago, the Center for Ethics and Education at UW Madison has a podcast, which we’re quite proud of and for which, frankly, I’d like to build the audience. Here’s a recent episode about becoming a better college teacher. It’s grounded in an essay I wrote for Daedalus in 2019, which is really just the story of how, possibly, I became a better teacher (and possibly I didn’t), and drew heavily on blog posts I’ve done at CT over the years [1]. I really like this episode: a recent (2020) UW graduate, Grace Gecewicz, who is now a middle school teacher, interviewed me basically trying to draw out some of what I say in the essay [2]. But about half way through the interview morphs into a conversation, in which she also talks about her own experiences, which are probably the most interesting part of the podcast. If you do enjoy it, recommend it to your friends.

[1] I was invited to write the essay, and was very anxious about it. There was the fact that it would be published in a journal that circulates much more widely than anywhere I normally publish. But it was more: how do you say that you think your entire profession is pretty bad at its main task, and tell the story of how you think you became better at that task yourself, without coming across as a self-righteous prig? You can judge for yourself how successfully I achieve that aim.

[2] Its not only one of my favourites. A student told me earlier this week that before taking my class a year ago she read the essay and decided I would probably be ok. She also told me that this episode is a favourite of her dad’s.

Some of you are aware of the Center for Ethics and Education which we founded at Madison a few years again to help build philosophy of education as a field. One of our charges was to develop curricular materials which would make it easier for people teaching in education and/or public policy, but who lacked training and confidence in philosophy of education, to engage with philosophical issues in their teaching. We didn’t do much about this at first, partly because we didn’t really know how to, but in the past 3 years we came up with a plan: develop lesson plans around texts that we think people will want to teach (some of which are not actually philosophical texts, but which lend themselves to philosophical discussion), and develop a series of podcasts to accompany those lesson plans. Then we realized that the lesson plan work was bound to take us more time than the podcasts, so we have ploughed ahead with the podcasts, and started retro-fitting lesson plans to them.

So in the next few weeks I’ll introduce you to some of the podcasts. Which you can listen to! and share!

This week: in the fall we interviewed Jon Boeckenstedt, who is the VP of Enrollment Management at Oregon State University. He’s well known in the enrollment management community for his excellent blogging (see these two blogs, in which you can lose a lot of time) and his leadership during the early part of the pandemic in convincing colleges to go test optional for admissions purposes. We talked to him about that, and more generally about the job of enrollment management, which is not well understood even on, let alone beyond, the campus. For fear of sounding like a wine waiter, this podcast would be a great accompaniment to Paul Tough’s new(ish) book The Inequality Machine (in which Jon plays a significant role).

Adventures in Teaching First Year Students.

Last week I met with a student, B, who took my class as a freshman in 2007, and was making a brief visit from Australia, where she has settled. Shortly after her freshman class ended she made a suggestion to a classmate, which has been rather fateful for me. She’s forgotten that it was her suggestion.

My university has a program called First Year Interest Groups (FIGs). The design is simple: 20 students opt into a 20-person seminar with a specific theme, and are required to take two other, thematically linked, courses in other departments. B took my first offering, in Fall 2007 on the topic Children Marriage and the Family. (Students also took a sociology course on marriage and the family, and an Ed Psych course on human development.) I would see them all in class twice a week, but they would see each other 5 additional times a week. Students opt into the program, but first generation students and students from low-income backgrounds and other underrepresented groups are heavily counselled into them, so participate disproportionately present. About 20% of the incoming first year students participate.

I’ve written a bit elsewhere about how dreadfully I taught that first FIG, and how the experience influenced my pedagogy in the classroom. It has had just as much influence on my interactions with students beyond the classroom.

Two Iron Laws of College Reading

Someone (my daughter) preparing to teach her first Sociology college class (Sociology of Education, yes, that is funny) asked me how much reading to assign. Here are what I think of as the two iron laws of college reading.

Law One: The more reading you assign, the less the students will read.

Law Two: The more you talk in class, the less the students will read.

I suppose there must be a limit to Law One: if you assign no reading at all, they don’t do any, whereas if you assign 3 pages some of them will do it. If you assign 300 pages they won’t do less than if you assign 200 pages. So it only applies within a range. And Law Two can be broken by not talking about the reading at all, but then basing assessments on the reading alone.

My advice was: assign about 60 pages/week, given the conceptual complexity of the material I know she’s assigning (Philosophy the limit would be less than 60 pages, in English Literature or History it would be more). And talk no more than 50% of the time in class. (She’ll have about 30 students; if it were one hundred I’d go up to 2/3rds. Also, she’s a former secondary teacher, and I know she has pretty good skills; the less skilled a teacher is the more they have to talk).

This advice is grounded in the assumption that doing the reading contributes a great deal to student learning; as does spending a lot of time thinking in the classroom. If you don’t think that, then go ahead and assign as much reading as you want them not to bother doing!

One of my Ice Breakers: “Name a book that you think you ought to have read, but haven’t.”
Best answer: “Well, that would be all the novels that I was assigned in my English Literature class last semester”. She got an A.

Teaching in-person

The Wisconsin State Journal ran this article (for which I was interviewed) about return to school. (For reasons I don’t understand, the article is not accessible in many countries: sorry). A colleague in the Economics department emailed me after seeing the article saying that, quite apart from admiring the picture of the back of my head, he envied me the in-person experience, and wished that the campus had a physically distance-able space for his 420-person class. The email brought into focus the thought that I’m kind of a free-rider here. If everything were in-person I don’t think I – or anybody – would be feeling safe, or enjoying it very much. But, given how we are actually doing it (with most teaching online), I feel very good about teaching in-person, and will regret it if we aren’t able to continue through to Thanksgiving (which is the plan). I have those of my colleagues who are not teaching in-person to thank.

How are we doing actually doing it? Well, it’s true, as the article says, that 43% of classes have some in-person component. Every single in-person element is small, socially distanced, and masked. And the 43% figure might really mislead you. For many classes ‘component’ is a key term. I’m thinking of a 240-person 4-credit class in which everything is online, except for 3 discussion sections. That class is included in the 43%: but out of 960-person-credit hours, only 60 are actually in-person. I don’t know the exact proportion of credit hours that are in-person, but judging by conversations I’ve had with students, and comparing the trickles of students on campus with the usual crowds I would be really, really, surprised if it is as much as 15%.

And I really do mean trickle. One of my classes is T/Th 11am in the Business School building (one of the few buildings new enough that all the rooms really were designed for learning). Usually during that slot the building is heaving with students – like Christmas shopping on Oxford Street but without the packages. Normally all the classrooms are fully occupied. Last Thursday, at what would usually be its busiest time of the week, the building was almost empty, with most classrooms free. It was no challenge at all to keep a 6 feet gap between yourself and the next person. It wouldn’t have been a challenge to maintain a 60 feet gap, if that were your preference.

Notes from a Physically Distanced Classroom

We tested some teaching strategies in a physically distanced classroom today. We filmed the proceedings, but obviously the film isn’t ready yet, so here are some initial thoughts.

First a caveat. The room was great: a room designed for learning. Good acoustics, screens on the walls, comfortable chairs which move easily and silently, and 6 tables each of which would, in normal times, seat 7-8 students. So, the best case scenario (I want to get us into some bad rooms soon).

Here are the rules. Everyone must wear a mask; everyone must remain 6 feet apart at all times, and there was no amplification (not a problem, in fact, in this room — I understand that in other rooms some sort of amplification will be provided). No moving of furniture is allowed, but moving students is, as long as they always at least 6 feet apart.

I’m hesitant about drawing conclusions, especially given how good the room was, but, for what it is worth, our whole team was surprised by just how well it went, and I’m much more optimistic about what my students will experience in the Fall than I was yesterday.

My plan is to teach in person in the Fall.[1] Three classes: a small class for training TAs; a 10-person class (cap is 15, but for reasons that will become apparent I will not be recruiting to the cap) on teaching and learning; a 30-person upper level ethics class. All will be taught under strict social distancing rules (6 feet) and with everyone required to wear masks. [Needless to say, by September perhaps everything will be online anyway, and, regardless, we’ll have to be prepared to go online at the flick of a switch].

So. How will that work? For now, I’ve requested an additional timeslot for the 30-person class, so that I can do the following: one 75-minute meeting a week with all 30 of them which is more lecture/Q&A than I generally like, and then split the students into 2 groups of 15, each of which meets for a more discussion-intensive meeting. Still — even with 15 students it will be a huge challenge to run a discussion under social distancing rules with masks.

The best resource I’ve come across so far in helping think about the problem is this excellent post by Derek Bruff. He’s considering blended classes (in which some students are videoconferencing into the classroom, and others are in person in the classroom), but the suggestions also seem feasible with all-in-person classes. I have not been an enthusiast for the fishbowl in person, just because I tend to be in crowded rooms with poor acoustics and the moving around of chairs and tables makes it awkward. Well — that won’t be a problem this semester! and I can see fishbowls working well. I’m also considering a variant on his suggestion about pair work — Split the class in two, move them to opposite walls, and make them do the pair work by phone with the person they are standing opposite.

I’m going to be on a team to work up suggestions for our campus this fall. (My college’s team on online teaching already reported, and the results, which I think are both excellent and very well presented, are here). The challenge is that, as far as I know, nobody has actually taught under these conditions before. [2] I’m hoping that we will be allowed to convene groups of students sometime in the summer, go into classrooms and find out how things would actually work (and make films to illustrate various strategies for colleagues).

I would really appreciate other resources and suggestions!

[1] Our campus decided to move all large classes online for the Fall, and that the smaller classes would be split between online and in-person (with all classes online after Thanksgiving). Instructors don’t choose their mode of delivery, but my department at least has been able to match instructors preferences with modes pretty well (I was struck by how many colleagues said they would prefer to teach in one mode, but would accommodate to the needs of the department). Being reasonably fit, under 60, and, frankly, missing my students, I volunteered to teach in person.

[2] I have found exactly one picture of college teaching during the 1918-19 flu, and the students are all wearing masks, but are not physically distanced. Even if I’m wrong and plenty of physical distanced instruction during that pandemic, I’m guessing there’s limited social science about it.
