We’re starting a new journal!

Does the world really need yet one more academic journal? It does when there is an unmet need for disseminating certain types of work. Andy Guess, Kevin Munger (two political scientists) and I (a communication scholar/sociologist) are starting the Journal of Quantitative Description: Digital Media (link to temp Web site while the permanent one gets set up). The journal publishes quantitative descriptive social science. It does not publish research that makes causal claims. Descriptive work can be very important and also very resource-intensive to produce, yet notoriously hard to publish in existing outlets. We want there to be an outlet where people can free up the tremendous amount of information residing on their machines from data sets they have collected, but that they don’t write up and disseminate, because there is currently no place to do so. Thus our journal. JQD:DM is an open-access no-fee publication (for at least the first two years, ideally indefinitely). Sister Ben / Margaret MacCurtain / Peig

“They always bring up the toilets as an impediment to women. It’s always the toilets.”

In a seminar room in University College Dublin, some time in the spring of 1994, the historian and campaigning Dominican nun lectured final year students on twentieth century women’s history. I don’t remember if the examples Margaret MacCurtain gave us were from her own research – she was a copious and generous supporter and sharer of other scholars’ work – but her quotes from Irish politicians from the 1920s through the 1940s were bizarre and hilarious. Several generations of men had dutifully conveyed the sad but apparently insurmountable fact that women could not participate fully in public life because sports facilities and the buildings of state did not have women’s toilets. Margaret MacCurtain would rock with laughter, letting the ignorant men’s words speak to their own ridiculousness, and then barrel straight into a detailed and sympathetic analysis of why so many post-Civil War Irish women politicians were radically discomfiting. (Short answer; many were the widows and sisters of men shot by first the British and then by the Free Staters.) That was her to a ‘t’ – pulling together the cultural, the structural, the individual and the contingent practicalities that make history thick, urgent and real.

Ireland’s bravest and most beloved historian died on Monday night. Margaret MacCurtain, known to UCD students of the nineteen-sixties as Sister Ben (short for her assigned religious name, Benvenuta), was a Dominican sister and social activist who pioneered feminist history in a country (and a university department) that insisted there was simply no such thing. With other scholars, Sister Ben painstakingly established both a new area of research and the importance of women in the long struggle for Irish independence both before and after the foundation of the state. Working with Maureen Murphy of Hofstra University, New York, she established a channel of exchange between Irish and Irish-American historians whose scholarship first challenged then supplanted many complacent narratives of power with an almost infinitely diverse flora of ‘up from below’ reclamation any annaliste would be proud of. The risk of creeping apartheid

I have a piece in today’s Guardian, arguing that a combination of demographic changes and the political interests of the right risk creating a growing democratic deficit, in which more and more people on the territory of states have no democratic voice despite living, working and paying taxes there. I didn’t write the headline, which refers to Britain only, but in the text I also discuss cases like the DREAMers in the US.

So far, in this series of extracts from my book-in-progress, Economic Consequences of the Pandemic, I’ve argued that the inequality of incomes in our society is largely a matter of luck rather than inherent personal ability, and that it is only distantly related to the social value of the contributions people make through their work. These conclusions undercut the idea that taxing those on high incomes will harm society by reducing incentives to work for the most able and social valuable workers. Although the evidence was already strong, the pandemic has brought these points into even brighter relief.

Now I want to consider the claim that we need inequality in order to encourage people to take risks. The simplest response is to point to the empirical fact that high income earners take (or, more accurately, are subject to) less risk than average not more[1].

The first day of the rest of my life

Today, for the first time for over thirty years, I don’t have an employer. This is because I decided to retire rather than to face the unwelcome choice between online teaching and exposing myself to COVID in the classroom. I think, in fact, that I didn’t have enough “points” to get an exemption from face-to-face, despite being nearly 62 and having high blood pressure. Oh well, the issue is now moot. I shall miss being around students, chatting to them, helping them and getting the buzz that you get from a good classroom discussion. I won’t miss reading and marking student essays and exams though. Not one bit. I hope I’ve done a good job over the years, even though I feel I only learnt to teach well in the past decade (thanks to the direct and indirect influence of Harry).

There’s another reason to stop now though, which gives me a slight sense of vertigo, to be honest, and it involves “owning your own bullshit”. I’ll have a lot less income but I’ll have a lot more time. I’ve long believed that we, as a society (swap in your own society if you too live in a wealthy one) consume too much, engage in too much burdensome toil, and have too little leisure time to enjoy and indeed work on freely chosen goals. Capitalism has a built-in tendency to promote burdensome toil in the pursuit of consumption, but now I have a choice. Can I live with it? And will I make the most of it without the external discipline provided by the expectations of employers, colleagues and students? That’s a big test. But I hope to continue writing and publishing on many of the same topics I worked on up to now, and chiefly on migration and justice. I’m also happy to stand up on my hind-legs and talk to people about political philosophy and related matters, most of the time for nothing (invitations welcome!).

One thing I haven’t made my mind up on though: mode of publishing. People read books and people read blogs, so if you want to communicate your ideas then both are good formats (among others). But is there any point in continuing to send papers to academic journals? On the plus side, the peer review process induces a kind of discipline and quality control. On the other hand, many of the things that reviewers insist upon are pointless and detract from what you’re trying to say. And then there’s the small matter of the fact that nobody reads such papers. It is a source of lasting frustration that political philosophy as practised in academic journals is an activity that is almost entirely disconnected from the social and political life of the societies that surround it. I don’t mean that we ought to be getting down and dirty with Donald Trump or Brexit, but that we need to find ways of making the things we write about (should foreigners, or expatriates, have voting rights?, for example) cut through to public discourse. Making that argument in the pages of Philosophy and Public Affairs may not make enough of a difference, however good it is for an academic’s promotion prospects. But then, cutting through was one of the hopes I always had for Crooked Timber.

Inequality and the Pandemic Part 2: Merit

In a previous extract from my book-in-progress, Economic Consequences of the Pandemic, I argued that unequal incomes arise to a large extent from luck rather than merit. Unequal incomes are regularly justified by claiming that high incomes reflect a larger contribution to society. This has never been true as a general proposition.

Some high incomes, like those of skilled surgeons, reflect a contribution well above the norm. Others, like those of entertainers and sports stars, reflect services that are highly valued by our society whether or not they make it a better place.

Others on high incomes make only marginal contributions to society or cause active harm. The massive growth in the number and incomes of lawyers and finance professionals over the past forty years has not been matched by any obvious improvement in justice, financial security or the rational investment of capital.

Inequality and the Pandemic, Part 1: Luck

Here’s an extract from my contingent* book-in-progress, Economic Consequences of the Pandemic commissioned by Yale University Press. Comments and compliments appreciated, as always.

The Covid-19 pandemic has taught us several things about inequality, or rather, it has dramatically reinforced lessons we, as a society, have failed to learn. The first is the importance of luck in determining unequal outcomes.

Some of us will get Covid-19 and die or suffer lifelong health consequences. Others will lose their jobs and businesses. Many, however, will be unaffected or will even find themselves better off. Some of these differences may be traced to individual choices that are sensible or otherwise, such as deciding whether to wear a mask in public places. But mostly they are a matter of being in the wrong (or right) place at the wrong (or right time).

That might seem a silly question, but I’m finding myself genuinely wondering. I’m going to use this post to write through my confusion, building toward a second, deeper question, which arises if we’re willing to take that first question seriously: Should single-issue anti-abortion voters prefer a course of action that leads to fewer abortions, or should they prefer a course of action that leads to more abortions but that makes the laws better reflect their convictions about the ethics of abortion? This, I’ll suggest, is the actual choice situation they face.

I’m not a single-issue anti-abortion voter myself, so I might well misstep at various points. And, because most of the single-issue anti-abortion voters I know personally are Catholic, I’m still likelier to misstep with respect to the non-Catholic moral underpinnings of abortion opposition. Still, I don’t think anything I say in setting out the considerations as I see them needs to contradict the ethical or spiritual commitments that underpin these voters’ political stance. Indeed, I am trying to reason from those ethical commitments as I understand them to the political question at hand. Let’s grant for the sake of argument that Amy Coney Barrett would vote to overturn Roe v. Wade. Why might a single-issue anti-abortion voter nonetheless oppose her appointment? As I see it, there are two types of reasons for opposition.

Story ate the world. I’m biting back.

A piece I wrote elsewhere in March is doing the rounds again. ‘The Prodigal Tech Bro’ is about the privileged place in professional interactions and public discourse given to men who used to work in senior positions for tech platforms and are now surprised and disturbed by what those companies do. It points out how the ex-tech executives’ “I’m was lost, now I’m found; please come to my TED talk” redemption arc misses out a key part of the narrative groove they use to slide back into our good graces. It’s the bit in the Biblical parable of the Prodigal Son where he hits rock bottom in a pigsty and decides to go home and beg to be taken on as one of his father’s servants. Ultimately, he’s forgiven, much to the chagrin of the brother who stayed home and did the work, but the original Prodigal Son understands where he went wrong, and more importantly who he has wronged, and believes all the long walk home that he will never regain his former status and comfort.

A new documentary on Netflix, The Social Dilemma, is about the harms of social media. It centres the wide-eyed gradualism of a former tech executive named in my piece, amongst others whose careers have followed a similar trajectory from poacher to … someone who thinks we should maybe sometime think about hiring some more gamekeepers, if that’s ok, though obviously not the radical gamekeepers, and definitely not gamekeepers who think their job is something more than game-keeping the herd so ‘we’ can conveniently shoot or farm it.

The film repeats the same failing of the former tech execs – it assumes that the privileged people who made the mess we’re all in should be at the centre of the conversation on how to clean their shit up, crowding out once again those who have suffered because of their shit, or who’ve wrecked their careers by speaking loudly about the existence of this shit, and – crucially – limiting our thinking about what we do now to the homeopathic solutionism of the slurry-drenched insider who is already defined by his insistence that what looks, smells and acts like shit is not, in fact, shit. After Ruth Bader Ginsburg’s death, we are going to see more debate over the norms on judicial nominations and whether they should be observed. The so-called “McConnell rule” – that the Senate should block Supreme Court nominations in the last year of their term to allow the people their say – is giving way to an equally fanciful McConnell exception stipulating that the rule only applies when Senate and President belong to different parties. So the question then emerges of how the Democrats should respond, if McConnell and Trump manage to get a Supreme Court nomination through, perhaps in the Senate’s lame duck session. Should they accept this or should they push back, perhaps through adding another two seats to the Court, something which is allowed under the Constitution, but that pushes back against long standing norms? Sitting next to Nelly*

One of the big questions about the shift to working remotely has been “what about new staff?”. To spell this out, the idea is that, while experienced workers can do everything they need to online, new employees will need personal contact to pick up tacit knowledge and firm culture. It’s inherent in the argument that these terms are difficult to define with any precision – if not, they could be formalised and taught.

This is part of a debate that’s been going on for a couple of centuries, between proposals for formal education in work-related skills and learning on the job, sometimes through apprenticeships and sometimes through “sitting next to Nelly”, that is, picking up the relevant skills by working with people who have already acquired them.

Before 1800, and with the partial exception of ministers of religion, on the job training was the only kind on offer. Since then, starting with lawyers and doctors, formal education has steadily expanded at the expense of on the job training, across a wide range of occupations and in many different countries with radically different labor markets. That includes some economies and industries where lifetime employment by a single firm has been the norm and others where work is largely done on a contract or ‘gig’ basis.

This process has always been contentious. Terms like “credentialism”, “overqualification” and “academic” (used pejoratively) have set the tone of much of the discussion. Nevertheless, there has been little evidence that the trend has been or will be reversed, and no one has managed to find, and sustain, a successful altern ative.

The work of hiring, ‘onboarding’, promoting and firing employees has not been exempt from the process. “Human resource management” emerged as a distinct profession in the second half of the 20th century, taking over much of this work from individual managers. HR departments have in turn begun to outsource some of these tasks to specialised firms such as headhunters and ‘separation management advisers’, though onboarding still appears to be done in-house for the most part.

The shift to remote working will provide another test of this process, at least when firms start hiring new staff on a large scale. Some of the concerns expressed about lack of in-person contact will probably prove to be well-founded (though not insuperable). Others, I think, will not. After a few in-person (and ideally one-to-one or small group) meetings to be introduced to new colleagues, most new hires will be able to learn the ropes through email and Zoom.
